Research On Open Decision-making Project Based On Electronic Government

Open decision-making means government actively explores the governing model of public participation, guarantees the public rights to be informed of, participate in, express views on, as well as oversee government affairs, and makes the democratic decision-making more systematized, standardized and programmed. This paper concludes the E-government theory, open decision-making research, citizen participation in decision theory, the new public service theory. It puts forward the theory framework of open decision based on five aspects, including E-government, launches the research from the service object, demand, content, way of participation, effect of participation and response mechanism.By case study and data analysis, this thesis summarizes the history situation and characteristic of open decision-making based on e-government in H city. It analyzes the problems, including the object size is too small, the agenda setting is lack of association with the public, participate channel needs to be broaden, the conference management needs to be further improved, and the response mechanism has not yet been established. On this basis, this thesis suggests that H city should open decision based on E-government should take the countermeasures and suggestions, including expanding the scope of participation, improve the participation in culture, citizens should participate in the selection issues through the network, mobile phone platform, broaden the carrier and the mode of citizen participation by the e-government, strengthen communication and meeting management to ensure its effect, and establish a response and evaluation mechanism based on the open platform establishing.H City Hall open decision-making mode is in the initial stage, and it needs to be perfected constantly. Therefore, it should makes full use of e-government, expands the guide on the network, and integrates the new technologies continuously. Through new achieve online and network interaction, it should realize a variety of channels for citizen participation. All governments should further explore the government management innovation, to contribute to the development of Chinese democracy.
