With the support of government policy,continuing education as a new force in the reform and development of domestic education field,at present,the development trend and prospects are better,and has become a rising star in the education reform of our country.Nevertheless,we should still be aware of our shortcomings.Compared with Europe and the United States,China's continuing education is still in its infancy,and the main reason for this result is that the government's responsibilities are inadequate.There is no in-depth study of continuing education in China.In the early years,although the Ministry of Education organized specialized institutions to carry out scientific research and leadership in continuing education in colleges and universities,due to different local conditions,the policies were not general and universal,the enforcement efforts were not strong enough,the development of continuing education in Colleges and universities has not achieved substantial breakthroughs,and various new problems have emerged in recent years.In general,the government has an unshirkable responsibility in the development of continuing education,playing the leading,supervising,restraining,and other critical management roles.It is necessary to adjust the development plan of continuing education in time according to the national conditions of our country and the needs of social development,to study the direction and methods of continuing education with Chinese characteristics,strengthen the contact and cooperation with universities,promote the development of education,and finally achieve the long-term goal of making our country's economy prosperous and spiritual civilization.The ultimate goal is to improve the overall national strength of our country.Based on this background,the article takes the relevant theoretical basis of the public administration as the breakthrough point,combines the method of questionnaire investigation and analysis,takes the development status of higher continuing education in Hangzhou as an example,analyzes the responsibility of the government,and analyzes the higher education from the angles of system mechanism,system construction and legal policy,etc.In the continuing education,the improper work of the government is pointed out,and pertinent solutions are put forward accordingly.
