Research On The Government Support Policy Of Non-governmental Higher Education In China Since The Reform And Opening-up

Since the reform and opening up,the development of China higher education has undergone tremendous changes.With the establishment of market economy,private higher education as another form of expression is gestating.On the one hand,the private higher education has promoted the increment of education,increased the scale of education and weakened the problem of the shortage of higher education.On the other hand,as a part of public education,the development of non-governmental higher education is often restricted and influenced by the government supporting policies,because the nature of non-governmental higher education is not clearly defined,as a result,it is difficult for many policies to support education to benefit private higher education,which shows that there is a great demand for private higher education,but it is difficult for private higher education to develop.First of all,the author makes a systematic and statistical analysis of the government support policies of non-governmental higher education in China since the reform and opening-up from four dimensions: The type of policy texts,the main body of policy texts,the number of policy texts and the theme of policy texts,to analyze and summarize the law of its development,and to divide the stages of the government support policy for private higher education in China since the reform and opening-up,they are prudent development stage(1978-1997),standard management stage(1997-2010),rule by law stage(2010-to date),and expound the background,policy text and main content,policy characteristics and influence of each stage.Secondly,the author chooses the implementation of the government support policy for private higher education in Jiangxi Province as a case study,based on Smith& policy implementation model,this paper analyzes the implementation situation,achievements,problems and influencing factors of the policy implementation of non-governmental higher education in Jiangxi Province from four dimensions: idealized policy,executive organization,target group and environmental factors.Finally,the paper tries to put forward some suggestions on the further development of the government support policy of non-governmental higher education in China In the policy implementation,we should enhance the execution ability and optimize the execution mechanism;in the target group,we should improve the school-running ability and the teaching quality;in the policy environment,we should enhance the value of the policy and optimize the four dimensions of the policy environment to improve it continuously,and further promote the healthy and sustainable development of China private higher education.
