Studies On Socialist Construction With Chinese Characteristics Of Service-oriented Trade Unions

The Chinese trade unions are mass organizations of the Chinese working class.At present,they have more than 300 million members,with 2.809 million grassroots trade unions covering 6.551 million units,thus making them the largest mass organization in China.Since the Central Committee of the Communist Party of China(CPC)held the work meeting of mass organizations in 2015,prominent progresses have been made in the reform and construction of trade unions at different levels.New missions and requirements of the trade unions have been put forward at the 19 th National Congress of the Communist Party of China,and the responsibility of mass organizations and social groups also be underlined.Since the foundation of Chinese trade unions,they have taken safe guarding workers' interests as their mission,united the workers under the leadership of the Communist Party of China,engaged in the great practice of revolution,construction and reform actively,as well as promoted the work of trade unions to a new level.We are now in the first year of the 14 th Five-Year Plan,and changes unseen in a century will be accelerated.At such an important juncture when the Communist Party of China has been founded for 100 years,we should have profound understandings of the fundamental position of the word“people” in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.We will deepen the reform of trade unions and take serving the workers with dedication as the starting point and ultimate goal of all our work,so as to enhance the effect of reform and tell the stories of Chinese trade unions to the world.Among political,advanced and mass features,the mass feature is the essential attribute of the trade unions.Therefore,to construct service-oriented trade unions is the inherent requirement of this essential attribute,and it is also an important direction and strategic positioning of the Party Central Committee for the reform of Chinese trade unions.Xi Jinping put forward the goal of building trade unions featuring in“learning,service-oriented and innovative” for the first time in his speech on behalf of the CPC Central Committee at the 15 th National Congress of the Chinese Trade Union,thus creating service-oriented trade unions has become an important subject in the work history of trade unions.The 16 th National Congress of the Chinese Trade Unions further clarified that it should focus more on meeting the multi-level demands of the workers and strive to build the development goal of serving the workers' work system;In July 2015,the Central Committee of the Communist Party of China(CPC)held its first working conference on mass organizations,at which important strategic arrangements were made for mass organization reform.In view of the new era and new tasks,the report of the 17 th National Congress of the China Trade Unions further pointed out that we should adhere to the demand orientation of workers,improve the service system and expend the service areas for workers,so that trade unions can be seen,found,trusted and relied on when workers need them.Meanwhile,the adding content of serving the workers with dedication has realized the fourth adjustment of trade union functions since the reform and opening up,which retained the basic function of “maintenance”,inherited more than 40 years innovative achievements of the Chinese trade unions' theories and practices since reform and opening up,increased the “service” functions to improve the workers sense of fulfillment,happiness and security and solved the problem of insufficient mass feature that has been troubling Chinese trade unions for a long time.This strategic arrangement fully reflects the concern of the Party Central Committee to the masses of workers and trade union cadres.It provides references for the further work of trade unions and becomes an important document for guiding the affairs of working-class movement in the new era.After that,Xi Jinping made many important speeches centering on the construction of service-oriented trade unions and the improvement of the trade unions construction.He emphasized that trade unions should seen serving the workers and the people wholeheartedly as their starting point and ultimate goal.The mass organizations are important forces to promote the modernization of national governance system and governance ability.Service-oriented trade unions are not only the internal requirements of the development of the times,but also the inevitable development trend of socialist trade unions.Trade unions are important platforms for the party to maintain close ties with masses.Whether the ties between the party and the masses can be played well in the new period are directly related to the exertion of trade union functions in the construction of socialist modernization and the pace of promoting the construction of service-oriented government.Therefore,it is of great theoretical value and practical significance to deepen the research on the construction of service-oriented trade unions in socialism with Chinese characteristics,which is conducive to understanding and changing the work of mass organizations from a new historical position.At present,there are some problems in the studies on the construction of service-oriented trade unions,such as the fragmentation of internal logic explanation,the vagueness of core elements,and the in distinction of countermeasures and suggestions,and also the theoretical researches lag far behind the development of practices.Based on the research background,this paper is trying to find out the core principles of the service-oriented trade unions of socialism with Chinese characteristics on the basis of clarifying the development logic of service-oriented trade unions,so as to demonstrate the construction of service-oriented trade unions is a necessary way for revealing the functions of trade unions in a new era,and to explore how the service function in the development of the union practice have better effects.The research theme of this paper is “service-oriented trade union”,it focuses on the “service” function of trade union,as well as the connotation of service itself and the sorting of academic logic,so as to take the research focuses into the inner mechanism of service itself.In terms of the arrangement of specific chapters,this paper first starts from the concepts of trade union functions and service-oriented trade unions,and concludes the connotation and characteristics of socialist service-oriented trade unions with Chinese characteristics through analysis and deduction,so as to clear the problem domain of this paper.The function of service-oriented trade union is the external manifestation of the internal value,and also the mechanism and clue that can be followed in the reform and construction in practice,which constitutes an important cornerstone to understand the service connotation and issues related to the trade union service.Therefore,the analysis of relevant concepts can strengthen the cognition of relevant theories of service-oriented trade union and lay a foundation for further studies.Secondly,to determine the theoretical foundation of Marxist theory that can provide guidance for this paper through historical and comparative analysis,that is to refine some trade union thoughts from Marxist classical writers such as Marx,Engels and Lenin,as well as the union thoughts of Chinese Marxists such as Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao and Xi Jinping.The above constitutes the theoretical sources of this paper.The scientific judgments related to the Marxist classical writers are the theoretical foundations for the trade union organizations to do mass work well and give play to its service function.They are also the essential basis of this paper.On the basis of the above theoretical research,this paper clarified the development of Chinese trade union and the evolvement of its function since modern times.By using time as links,this paper integrated and summarized the development process and internal logic of the service-oriented trade union of socialism with Chinese characteristics,explained the characteristics and main functions of trade union in a certain historical period,which examine the historical background and strategic value of service-oriented trade union as an important function from the perspective of the overall development of Chinese trade unions and have profound understanding of the inevitable trend of the function called “service”.Centering on innovation mechanism,system improvement,form enrichment,method optimization and so on,The Chinese trade unions have made a series of beneficial explorations,with complicated and varies practical prospects presented.Based on this,this paper discussed the ternary implications of Chinese trade union service,different attributes determine different trade union service objects,and different service objects require different trade union service contents.That is,the political attribute of the trade union determines that the trade union should serve the party and government center;the social attribute of the trade union determines that the trade union should serve the grass-roots;the mass organization attribute of trade union determines that trade union should serve workers.Finally,based on reflecting the present situation of service-oriented trade union construction and the inherent laws and basic tasks of trade unions in the new era,this paper puts forward some thoughts on improving the construction of service-oriented trade union,in order to enrich the relevant theoretical system and practical ideas,such as how to give full play to the service function of trade union organizations at all levels,provide better services for members,establish service mechanism,and explore service methods.Service is the further extension and development of maintenance,the construction of service-oriented trade union is the necessary choice of trade union development,as well as measures to adapt to the social development structure and the adjustment of workers.In general,the current socialist construction with Chinese characteristics of service-oriented trade unions has achieved fruitful achievements.For example,the network of trade union organizations,as well as the service project system and the intelligent platform system have been continuously improved,the service team system continues to expand,with the service position and service content be standardized,the service process be informatized and the service capability be integrated.Meanwhile,the construction of service-oriented trade unions also faces difficulties in practice,only recognizing further and resolving effectively can the cohesion and social influence of the union be further improved.Therefore,to promote the socialist construction with Chinese characteristics of service-oriented trade unions in the new era,accelerate the formation and construction of the relevant system of service-oriented trade unions,and contribute strength and wisdom of trade unions to the modernization of national governance system and governance capacity.
