Research On The Existing Problems And Countermeasures Of Emergency Management Of Public Security In Zhengzhou

Along with the rapid development of national economy,there is great achievement but also the accumulation of the social contradictions.Furthermore,the relative stagnation on the anti-disaster capacity jeopardize the public security.Frequent occurrence of public emergencies is greatly threatening the development of the reform.Urban residents often become he directest victims of major injuries and property losses due to population density.Therefore,how to strengthen emergency management construction,such as monitoring,warning,prevention and control,restoration after disaster and rehabilitation support for public emergencies,to build a safe,harmonious and happy city,and to prevent or reduce the loss caused by disasters as much as possible,has become the s i g n i f i c a n t s u b j e c t f o r t h e a c a d e m i c c i r c l e o f C h i n a t o s t u d y.Under the guidance of the Xi Jinping's Thought on Socialism with Chinese Characteristics for a new era,and summarizing the basic concepts of the public emergency,emergency management,and etc.,this article reviews the practice of Zhengzhou city emergency management process in public security,based on a convenience sample of Zhengzhou high-tech zone 5.21 Deflagration Accident.Aimed to understand the current situation of Zhengzhou city emergency management,the analysis summarizes the basic experience,the main problems and the causes of the problems.Here is the six main problems: the obvious shortcoming of cultural construction of emergency management in Zhengzhou,the constraint of institutional norms,the limitations of methods and the inexpert operation of mechanism,the insufficiency of content system construction,and the failure of urban-rural integration.According to the relevant theoretical research results of emergency management at home and abroad,specializing in the May 21 Deflagration Accident analysis sample,in view of the six major problems of Zhengzhou city emergency management,here comes up with six main paths to optimize the city emergency management: promote cultural construction on the basis of emergency education and practice;strengthen the construction of emergency management system standardization centering on legislation and law enforcement;improve emergency management methods based on "big data" and "grid";innovate emergency management system mechanism by establishing "self-governance" and "linkage of three social organizations";manage the core of emergency guarantee and coordination;build an integrated urban and rural with the concepts of deliberative democracy and humanization.
