Research On The Problems And Countermeasures Of Deyang Bus Emergency Management

With the development of human society and technology,people's travel modes have undergone tremendous changes.Today,well-developed public transportation has become inseparable from people's lives.But every coin has two sides.At the same time that public transportation has brought us convenience,it has also laid a huge safety hazard in our lives.The small space inside the bus,crowded passengers and changing road conditions all increase the probability of emergencies.In recent years,there have been numerous reports of bus accidents across the country.The accidents have caused property damage,affected road traffic order,and endangered people's lives.At present,there are a lot of researches on urban public safety management and emergency management in China,but few have conducted in-depth research on public transportation,especially buses.The research ideas of this article are: Learn about the theoretical research related to public safety and emergency management in the early stages of research.Collect and consult relevant literature and materials in large quantities through different ways.Comprehensively collate relevant research results of scholars at home and abroad,screening to determine the theoretical basis and theoretical framework used in this article;Investigate the current situation of emergency management of bus emergencies in Deyang from both the corporate and government levels,and analyze the existing problems and causes by using the theoretical basis determined in the early stage of the study;Learn from the advanced experience of foreign countries with mature emergency management systems and combine the actual local conditions in Deyang to arrive at new ideas for targeted emergency management of buses.Finally,draw the conclusions and prospects of this research.This article analyzes the current problems of emergency management of bus accidents in Deyang from the perspective of government management,combined with China's unique "one case,three systems" emergency management system.It was found that in the emergency plan,there were problems such as the inadequate preparation of emergency plans and inadequate emergency drills;in the management system,there were problems such as low participation of social organizations and weak awareness of public opinion guidance;in the operation mechanism,there were missing early warning systems and various levels The problem of uncoordinated inter-departmental coordination;there are problems in the legal system in which the relevant laws and regulations are not detailed and the promotion of the law is insufficient.Aiming at the above problems,this article uses the 4R crisis management theory and collaborative governance theory to propose regular summarization and optimization of emergency plans to build a participatory public emergency culture atmosphere;multiple subjects jointly participate in governance,and the government actively guides the direction of public opinion;breaks down departmental information barriers and improves emergency Material use efficiency;promoted the detailed implementation of laws and regulations,strengthen the promotion of law popularization,and improved the public safety emergency management system in Deyang.
