Research On The Practical Problems And Countermeasures Of Emergency Management In Public Hospitals

Medical security is one of the major livelihood issues in China.At the 19 th Party Congress,it is necessary to continue to meet the growing needs of the people for a better life,to constantly promote social fairness and justice,to form effective social governance,a good social order,to make people feel better,feel better,feel more secure,and be more In the context of the strategy of "safeguarding and more sustainable," strengthening the emergency management of public hospitals has become a new driving force for improving people's livelihood and promoting social harmony and stability.On January 8,2006,the State Council issued the "National Overall Emergency Plan for Public Emergencies",and "The Emergency Response Law of the People's Republic of China" implemented on November 1,2007.The framework of China's emergency management system has taken shape.At this stage,various social organizations have formulated emergency plans and carried out related emergency management work,marking the basic quality and management of social,corporate,community,and family safety culture.As one of the important components of social organizations,public hospitals serve the basic functions of serving the public.They are public places with high public concentration in the society,their own level of safety and their ability to deal with emergencies.It is related to public security and social stability.Therefore,public hospitals should also have a sound professional disaster prevention expertise and a good level of emergency management.Based on this,this paper takes the hospital of Chengdu University of Traditional Chinese Medicine as the specific research subject,uses the basic theories of public administration such as social governance theory,emergency management theory,and public safety management theory to elaborate the current situation of emergency management in public hospitals,and analyzes the emergency management of public hospitals problems and reasons.Through the use of literature research methods,the author summarizes the theoretical results of management research conducted by scholars at home and abroad,summarizes and sorts them out,and draws on management policies,advanced experience,and on the basis of predecessors' studies,passes through Chengdu.The investigation and study of the emergency management of the affiliated hospitals of the Medical University collected first-hand information and conducted a detailed analysis of the current emergency management of public hospitals.The article reveals a series of problems in the emergent management of public hospitals at the stage of emergencies,including: the formulation of schedules,the lack of emergency organizations,the lack of emergency materials,the shortage of emergency professionals,the fragmentation of emergency knowledge education,and the lack of emergency information systems..The analysis pointed out that the above-mentioned problems are mainly due to: imperfect legal protection,lack of attention from competent authorities,non-classification of academics,unscientific preplanning,inadequate material allocation,and inadequate knowledge and skills.Aiming at the existing problems and reasons mentioned above,a series of countermeasures to improve and strengthen the emergency management of public hospitals are proposed: perfecting laws and regulations,incorporating performance appraisal,carrying out academic innovation,rationalizing preplans,fully preparing materials,and optimizing emergency training.I hope that through the study of this article,we can provide useful help for improving the emergency management of public hospitals in the next step.
