Study On Improvement Of Comprehensive Management Of Villages And Towns In Kaizuo,Chaoyang

Township grass-roots social comprehensive governance is an important part of the national governance system,an important influencing factor for the modernization of national governance capacity and the building of a well-off society in an all-round way,and the realization of the two hundred-year goals.Township government is the terminal of the national political system;it is the organizer and policy implementation of comprehensive governance at the grass-roots level.At the same time,it is directly linked to the rural grassroots self-governing organizations.The 19 th National Congress of the Communist Party of China put forward the idea of "creating a pattern of social governance of co-construction,co-governance and sharing".The pattern of social governance of co-construction,co-governance and sharing is a pattern of co-governance that combines the current national conditions and future development plans of China,breaks through by innovating the mode of social governance,and forms a pattern of Co-construction of multi-subjects,and the integration of rule of law,rule of virtue and autonomy.All the people share the fruits of social governance.Based on the analysis of the present situation of comprehensive management at the grass-roots level in Kazuo County,this paper strives to create the experience of Chang'an Cup,summarizes the advanced models,analyzes the existing problems,and adopts a questionnaire survey on grass-roots government staff,village-level organization staff and grass-roots people,as well as interviews with leaders in the related fields of comprehensive management,through combination with the survey.The actual situation of Kazuo County,put forward rationalization suggestions for the township grassroots comprehensive management work.The main problems are: the people's understanding of governance bias;brain drain caused the lack of grass-roots governance;imperfect supervision;imperfect system;unclear responsibilities.The causes of these problems are: the operation of grass-roots organizations is not standardized;the lack of grass-roots talent policy;the governance and supervision mechanism is not perfect;the multi-subject co-governance system has not formed;the distribution of government authority is unreasonable.Through studying domestic and foreign literature,analyzing cases,field investigation and other ways,this paper studies the improvement of Township Comprehensive Management in Chaoyang Kazuo County,and provides solutions to the problems.Innovation of governance model can start from the co-construction and sharing model,cooperatives,village collective autonomy governance model,the rule of law governance model.We should scientifically adjust the principles of grass-roots governance,relying on the functions of villages and towns,carry out the co-construction of villages and towns,promote the Co-governance of multiple subjects under the guidance of Party building,improve the network construction by using information technology,and improve the construction of villages and promote the refinement of governance.Through a series of effective measures,we hope to stimulate grass-roots vitality,make grass-roots governance have new achievements,create an orderly public governance order,improve the relationship between cadres and masses,carry forward the positive energy of society,and consolidate the national foundation.
