Research On The Predicament And Countermeasures Of Petition Work Of Town Governments In The North Of Jiangsu Province

With the deepening of the process of building a moderately prosperous society in an all-round way,the economy and society continue to develop forward,and the original economic system and social structure are constantly adjusted,which promotes the interest pattern to be constantly broken,leading to the increasing contradictions in the economic and social fields.In addition,with the development of we media and other technical means,the contradiction is exposed more and more.At present,China’s economic and social contradictions are characterized by wide range,large quantity,variety,high degree of complexity and strong professionalism.How to properly coordinate and deal with these contradictions has become a major test facing the current social governance work.Petition work is an important part of social governance work.It is an important way for the party and the government to closely contact the masses and collect social conditions and public opinions.It plays an important role in the coordination and handling of contradictions.The grassroots petition work is at the forefront of the petition work.It directly faces the masses and can collect social information and public opinion at the first time,and coordinate and resolve conflicts.The smooth development of the grassroots petition work is directly related to the overall development of the petition work,and affects the overall situation of social harmony and stability.This paper focuses on the grassroots petition work in Northern Jiangsu,and selects D Town,which has a certain representativeness,for research.Based on the actual situation of the petition work in D Town,combined with the methods of literature research,theoretical analysis and practical case listing,this paper deeply analyzes the characteristics and causes of the current grassroots petition work,and puts forward solutions.The paper mainly includes five aspects.The first part is the introduction part,which mainly describes the research background,significance,research status of petition and grassroots petition work at home and abroad,as well as the literature research,comparative analysis,case analysis methods and so on.The second part is the theoretical research part,which mainly studies the theory of petition legalization,petition responsibility theory,grassroots government governance theory,polycentric governance theory and conflict management theory.The third part is the case study,which is mainly combined with the actual work case to analyze the grassroots petition work situation of D Town,and summarizes the problems of the town’s petition work mechanism,such as the policy bottleneck is difficult to break through,the source control of petition is not good enough,the institutional responsibility and power dislocation phenomenon is obvious,the petition work force is single and so on.The fourth part is the suggestions and Countermeasures for the existing problems,mainly for the working mechanism level,the source control level,team construction level and social participation level.The proposed countermeasures are systematic from the inside out.The fifth part is the conclusion,which summarizes the paper and puts forward the prospect.It is hoped that through the research of this paper,we can promote the new development of the grassroots petition work in Northern Jiangsu represented by D Town,and even the whole country,so as to better adapt to the development process of building a moderately prosperous society in an all-round way,so that the grassroots petition work can better serve the overall economic and social development,and contribute more to social harmony and stability.
