The residential district is the grass-roots unit of the government.Besides the management and service duties,it also shoulders on the responsibilities of economic development,urban construction,social management,harmonious stability,safety production,and environment protection,etc.The sub-district civil servants are the local propagandist and performers of the national policies.They connect the government and the people.It is of great significance for the performance and function of the residential district to fully motivate the sub-district civil servants' enthusiasm and initiative,and enhance their working quality and efficiency as well as the development of JinPu New Area.Based on the model of " posing a problem——analyzing a problem——solving a problem",this paper analyzes the present incentive mechanism for civil servants working in JinPu New District' subdistrict offices,then finds out following problems.Firstly,some issues arise in incentive concept,like inappropriate assumption about human nature and outdated personnel management.Besides,problems like the lack of external equivalence in salary system,inefficient evaluation system,imperfect training system and defective promotion system also lie in incentive system.Thirdly,in terms of incentive strategy,people so overly depends on positive incentive measures and ignores negative incentive measures.To solve the above problems,we propose following countermeasures combined with present situation in JinPu New District.It is necessary to innovate the incentive concept,reshape people-oriented administrative view,get rid of traditional personnel management,and attach importance to the all round development of human development.In order to improve incentive system,we should take some measures including promoting salary and welfare system,innovating evaluation system,strengthening training system and promotion system.We should change incentive strategy,combining positive incentive measures with negative incentive measures.Besides,paying attention to incentive strategy of leadership behavior is necessary.Finally,by combining the reality,the paper proposes the corresponding suggestions with the hope of contributing ideas to the development of Jin Pu New Area.
