The implementation of the strategy of rural revitalization is a major plan put forward by the 19th CPC National Congress.Since then,the work of"agriculture,rural areas and farmers"has ushered in a new stage,which is of far-reaching and great significance.In the effective implementation of rural revitalization,cadres have played a key role.At the grass-roots level,the implementers of the policies of the party and the state are township cadres,and the connection between the party,the government and farmers depends on township cadres.It has played an important role in promoting rural economic and social development,and the implementation of rural revitalization strategy will be directly affected by the quality level of its team.Township civil servants in poor mountainous areas are the direct implementers and implementers of the policies and principles of the party and the government,and the hub of communication between the party,the government and the masses of the people.In promoting the strategy of rural revitalization and exploring a series of key areas(such as rural governance,environmental improvement and agricultural development,etc.),township civil servants play a very important role,and their contributions should not be underestimated.At the same time,in order to further improve the construction of township civil servants in poor mountainous areas,effectively enhance the performance level of township civil servants in mountainous areas,and play a more powerful role in the effective implementation of the rural revitalization strategy,The party and the government must promote the construction of township civil servants in poor mountainous areas as a whole,improve the general efficiency of township civil servants in poor mountainous areas,and ensure the efficient management of grass-roots civil servants through the implementation of relevant laws and regulations.We will deepen effective links between grass-roots governments and the masses of the people,and attach importance to the building of grass-roots civil servants in villages and towns in poor mountainous areas.Taking H County of G Province as an example,this paper discusses the important role of the construction of township civil servants in poor mountainous areas in rural revitalization,and explores the way to effectively promote the development of team construction.First of all,this paper introduces the background,significance,research methods and research contents of this paper,and expounds the current research situation of the construction of township civil servants in poor mountainous areas at home and abroad.Then it introduces the definition of the relevant concepts of township civil servants in poor areas,and summarizes the two theories,including the two-factor theory and the new public service theory,which lays the theoretical foundation for this paper.Then it summarizes the current situation of civil service construction and township government management in this area,which leads to the problems existing in the construction of township civil servants in poor mountainous areas represented by G province and H county.This paper makes a comprehensive and detailed analysis of the causes of the above problems from four aspects:the low quality of civil servants,the serious problem of brain drain,the imperfect incentive mechanism and the low efficiency of public service.And with the help of the improvement of education and training mechanism,the strengthening of health care factors,the improvement of incentive design,the optimization of public service construction and other paths to improve the construction of township civil servants in poor mountain areas,and finally summarize the full text.
