The direct management of public housing in Dalian began in the planned economy period,mainly to solve the housing problems of ordinary employees under the social and economic conditions at that time,and the houses built and sold by the state and state-owned enterprises and institutions.But after the housing reform and restructuring of the former Dalian City Real Estate Board,we are facing some new problems.Since the real estate reform at the end of the last century and the beginning of this century,Dalian's real estate market has been booming,and public housing has been sold to the market through housing reform,which has greatly promoted the active real estate market.Ordinary residents' attitude toward housing reform and sale of houses has been positive from negative to positive.However,the attitude of government-authorized housing institution in selling public housing has been positively and negatively negative with the increase in housing prices.So far,the phenomena of reluctant sellers,lack of supervision,and abandonment of public housing have frequently occurred.After the restructuring of the “Four Divisions and One Company” of the former Real Estate Bureau of Dalian City,the public housing management system adopts the model of entrusted agency to fully promote the market,and the property rights of the city's directly managed public housing are transferred to the State-owned Real Estate Management Center of Dalian City,where the entrustment contract is then awarded.The form was submitted to the real estate management company after the restructuring of the lease management.The author believes that the improvement of the unsatisfactory status of direct management of public housing in Dalian depends on in-depth study of the principal-agent theory.The introductory part of this article elaborates the research background,research significance,research methods,briefly introduces the phenomenon of management issues related to the direct management of public housing in Dalian,puts forward specific suggestions from related phenomena,and then introduces principal-agent theory;the second part mainly analyzes the case and analyzes Dalian.Municipalities and municipalities are directly involved in the management of public housing cases and describe the case-by-case agency framework.The case framework analyzes the management characteristics of similar properties of public housing in different countries and between different provinces and cities.The third part mainly analyzes the specific case based on principal-agent theory.Systematically analyze the management status of municipal directly-administered public houses represented by No.46 of Wuwu Road and discuss the analysis above,whether it meets the basic characteristics of principal-agent theory;the last part is based on the “high” of the principal-agent model."Regulation,high-yield,high-cost" features put forward corresponding assumptions and summed up the management experience and deficiencies of Dalian municipality's direct management of public housing.The study of this paper hopes to improve the supervision methods of the municipal direct management of public housing,and to ensure the maximum extent of the reasonable interests of the lessee.
