Research On The Participation Of "Five Elders" In Grass-roots Social Governance In Changsha

With the advent of an aging society,how to make full use of the waste heat and contribute wisdom of the elderly in order to achieve "something for the aged" in order to promote innovation in social governance at the grass-roots level and promote social harmony has become a subject of great concern.In recent years,active exploration has been carried out all over the country,among which the "five old"(veteran cadres,veteran soldiers,veteran experts,veteran teachers)play an important role in grass-roots social governance due to their special advantages.On the basis of introducing the background and significance of the topic,reviewing the literature at home and abroad,introducing the research contents and research methods,this paper first expounds the basic content and characteristics of "five elders participating in grass-roots social governance" on the basic concepts of "five elders","grass-roots social governance" and "community governance".Secondly,taking Jiayuan Community of Changsha University of Science and Technology as a specific case,this paper empirically expounds the situation of "five old people" participating in grass-roots social governance in Changsha City from the perspective of its development status,and combs out the existing problems of "five old people" participating in grass-roots social governance,such as the lagging understanding of the value of "five old people" and the service management of "five old people".The responsibility is not clear,the safeguard mechanism for the "five elders" to play a role is not perfect,and the supply and demand of the "five elders" to participate in social governance is unbalanced.On this basis,the origin of the problem is traced back to the source,and the external and internal causes are analyzed.Thirdly,learn from the experience of the elderly at home and abroad.Through the analysis of Shanghai,Wuhou District of Chengdu and Ningbo Ningyuan County where the "five elders" have better participation in grass-roots social governance,and referring to the forms of encouraging the elderly to participate in social governance in the United States and Japan,it is found that the reason why they have done well lies in the government's emphasis on playing the role of the elderly and formulating policies to benefit the elderly.Participation in social governance policies and regulations,social forces are also widely involved in promoting the participation of the elderly in the process of social governance,and take training and other ways to continuously enhance theability of the elderly to participate in social governance,according to local characteristics,innovate the mode of elderly participation in social governance.Finally,from the aspects of deepening ideological understanding,broadening the platform to play a role,optimizing the long-term mechanism and expanding social impact,this paper puts forward some countermeasures and suggestions to improve the participation of the "five elders" in grass-roots social governance in Changsha,so as to better play the role of the "five elders" and contribute to grass-roots social governance.
