Research On Government And Institutions' Establishment And Management Of Changsha City Under National Modern Management Perspective

Institutional establishment is the basic work in the management of our government.It pays attention to perfecting the management system,optimizing the working mechanism,rationally setting up institutions,staffing on demand,and accurately verifying the number of leading posts.It not only determines the distribution of ruling resources and the structure of the government organization system,but also adjusts the mechanism of the government management system in time according to the economic and social development.As the administrative organ of the decision-making,deliberation and coordination organ of the Party committee,the establishment department not only undertakes the superstructure,but also relates to the economic basis.The practices,measures and suggestions of the organizational departments play an important role in the decision-making of local Party committees and the economic and social development.Therefore,it is of great value to continuously strengthen and improve the organizational structure for optimizing the administrative efficiency of the government and improving the ability of national governance.In recent years,China has comprehensively promoted the deepening of reform.Especially in the new era,after the transformation of the main social contradictions,it is more necessary to accelerate the modernization of national governance and improve the governance capacity of governments at all levels.This makes the establishment of local institutions become a focus of local government management.In the new era,it is more necessary to adapt to the development and changes of the times,actively analyze the key,hot and difficult areas of economic and social development,actively adjust the concept,mode and approach of organizational structure management,consider,analyze and examine organizational structure from a higher perspective and a broader perspective,fully mobilize organizational resources to meet development needs and solve development problems.The unbalanced and inadequate problems will provide adequate institutional and institutional safeguards for the modernization of state governance.Referring to the theoretical research results of public administration and organization establishment at home and abroad,according to the basis of organization establishment management and the principle of "simplification,unification andefficiency",combined with the three orientations of organization establishment management in the perspective of modernization of national governance,which are to enhance political height,exert administrative efficiency and strengthen compliance with laws and regulations,this paper sums up the organization establishment management work in Changsha after reform and opening up.The development process of the six stages summarizes the practical measures and results in the reform of "release and control clothing",the transformation of functions and the revitalization of resources.At the same time,by examining the existing problems in our work,such as the inadequate allocation of organizational resources,the lack of flexibility in management and the lack of coordination in supervision,we find out the causes of such problems as inadequate ideological understanding,unsynchronized work collaboration and imperfect legal construction.Finally,from the perspective of modernization of national governance,the paper puts forward countermeasures and suggestions from three aspects: development strategy,operation mechanism and effective measures.
