Research On Optimization Strategy Of Law Enforcement Personnel Of Caofeidian Maritime Safety Administration

With the deepening of the reform of the national administrative system,the reform measures of the maritime system directly under the jurisdiction are also deepening,and the task of law enforcement becomes more onerous and more difficult.Caofeidian Maritime Safety Administration(MSA)has made a lot of achievements in these years,but there are still some problems remain,such as imperfect staffing system,imperfect personnel flow mechanism,incentive mechanism to be established and so on.How to optimize the allocation of law enforcement personnel? It has become an urgent problem for Caofeidian MSA to better meet the regulatory needs.This paper takes the law enforcement personnel of Caofeidian MSA as the research object,and hopes to optimize the human resource allocation of law enforcement personnel as a means to solve the problem that there is a gap between the improvement of law enforcement requirements and the management of law enforcement personnel.To improve the administrative law enforcement efficiency of Caofeidian MSA.First of all,on the basis of a large number of reading literature,analyze the relevant research methods and results at home and abroad,determine the relevant theoretical basis for the analysis of this paper.Secondly,from the Caofeidian MSA and subordinate two Marine Department organizational settings,staffing,personnel mobility and personnel exchange mechanism,combing Caofeidian MSA of human resources status.Again,through field research,on-site discussion and other means to find the existing human resource allocation problems,and combined with relevant theories to find the causes of the problems.Finally,combined with relevant experience,the paper proposes solutions to improve the current Caofeidian MSA law enforcement human resources allocation.
