A Study On The Functions Of Government-led Administrative Committee From The Perspective Of New Public Management

With the Chinese society entering a new period of development,the Central Government at the 19 th National Congress put forward higher requirements for the development of China's cultural industry.For local governments,planning industrial parks for rural cultural industries,formulating industrial plans,providing public services,giving preferential policies,and providing development space are all duties that they should perform.Therefore,for the government departments,especially the local governments responsible for the implementation of relevant policies,how to properly develop and protect the local natural cultural resources is a practical issue at hand.The management committee is an organization established under the guidance of the government for the management of the new district.Scholars generally believe that due to the imperfections of the market system and the different phases of economic development,the management committees established under the leadership of the government are subject to many administrative interventions by the government.The key lies in the fact that such an administrative intervention not only brings advantages of development policies to the specific economic functional areas,but also often results in the absence of government functions,offsides or dislocations.At this point,the government has also become one of the factors that hinder the development of functional areas.This study expects to conduct inspections through the functions of the management committees of scenic spots and areas,increase understanding of the management committee as a government agency,and promote the development of the functions of the management committee,laying a solid foundation for the development of scenic spots.This study examines the functions of government-led management committees from the perspective of new public management,takes representative cases as specific research objects,and examines the problems existing in the functions of scenic area management committees under current social development situations.The proposal for the development of the committee's functions will also provide a modest contribution to the development of China's rural cultural industry and government-led management committees.The research results of this topic have important theoretical values for the related theories of government management and public management,and also have practical value for reference for the establishment and development of other management committee organizations in China.
