Research On Improvement Of Public Management Environment Based On E-Governmen Development

In recent years, the development of e-government has exposed many problems & contradictions in terms of macroeconomic control or market supervision. Especially as a basis for the development of electronic government-a series of public management environment (including structural, institutional,etc.) need to be solved in no time. Therefore, the development of e-government has a very significance in the combination of the Government's own construction, improvement for the environment of public administration and improvement of the nature of government efficiency as well as streamline government administrative costs.This paper focuses on e-government content, pattern and development features, the development of national e-government analysis and comparison, summing up the practice of Chinese e-government presence, such as the lack of standardized, cost-conscious indifference, long-term waste of government informaton resources, lack of good environmental atmosphere in e-government development, and so the background environment of public administration. From two aspects:qualitatiove and quantitative analysis, the corresponding countermeasures would be put forward The specific discourses start from the following aspects.Firstly, beginning with theoretical research, this paper has done a systematic exposition about the theory of e-government & public administration. Then analyzed the interactive effect between the role of e-government & the impact on public administration.Secondly, the paper made a depth analysis about the development of e-government status quo based on e-government called "social engineering" and "livelihood projects" with obvious social, mass and integrity as well as its five-stage theory and harmonious development of significance in strengthening the government role. On this basis, the paper has done a comparative analysis among the use of comparative analysis of globalization, informatization and the effect of WTO on public management and behavior taking the United States, Singapore and UK for examples.Thirdly, the paper summarized the development of e-government of foreign countries following the principle of "people-centered government" and putting forward "people-oriented" management philosophy of government for the purpose of accessibility and ease of access by the way of system analysis. Finally, the paper focuses on up-up power by fully using the advantages of government information resources & improving the indexes for the purpose of creating a high-quality information personnel & playing media effects.
