A Research On The International Police Cooperation From The Perspective Of Intercultural Communication

With the rapid development of economic globalization and regional integration,the interdependence among countries is increasing.Meanwhile,non-traditional security issues such as transnational crimes and terrorism have become increasingly prominent,which has harmed the security and stability of the international community seriously.Therefor,countries all over the world are carrying out international police cooperation to maintain national security and promote the regional safety environment management.After the end of the cold war,culture has became an increasingly non-negligible factor in the communication and cooperation between countries,mainstream theories of international relations have gradually paid their attention to the study of culture.International police cooperation is a process of communication and consultation among police institutions of different countries with different cultural background,each part of cooperation is influenced by culture deeply,and whether the collaboration goes well or not is also related to culture.Therefore,it is necessary to study the issues like the role of cultural in international police cooperation and how does culture influences the international police cooperation,etc.International police cooperation is a dynamic process involves the interaction between two or more countries.Therefore,this paper choose to explains the important influence of culture in the dynamic process of international police cooperation,probes into the action principle behind it from two different dimensions of cultural identity and cultural difference from the perspective of intercultural communication and use the theory of social constructivism international relations.Then giving relevant suggestions to improve the level of international police cooperation in China.Cultural identity dimension involves common cultural ideas,common thinking patterns and shared social norms among different cultural actors.Cultural identity in international police cooperation is an important driving force,and it promote the development of police cooperation through the ways like shaping cooperative identities between nations,strengthen common interests,enhance mutual trust and build a system of cooperation,etc.Dimensions of cultural differences involve the cultural exclusion and conflict between communicative actors,as well as the communication and cooperation barriers between them caused by cultural conflict.In the process of international police cooperation,countries may have contradictions due to incompatibility of culture,cultural misunderstanding and malicious misinterpretation,which will bring negative influence to the interactive practice of police cooperation.The two dimensions influence and interweave each other,influencing the international police cooperation together.Therefore,countries shall adhere to the intercultural communication principles of seeking common ground while reserving differences,rational dialogue,treating each other with sincerity and incorporate things of diverse nature in the process of international police cooperation.Try to build cultural identity of police cooperation and eliminate the obstacles caused by cultural differences by changing communication attitude,strengthening communication and understanding,deepening benign interaction.Then using the power of culture to promote the development of international police cooperation,guarding the security interests of the international community jointly.
