On The Management Of Specialized Investigation

Project itself serves as a planned task or a special case.It can be said that the criminal cases investigated by the Public Security Organ is considered as a large project in the field of investigation.Drawing on and applying the principles and methods of project management,it is of a theoretically essential significance and a practically reference value to have a further study on project investigation management.This article attempts to divide the management into five functions as follows: planning,organization,coordination,control and command.According to the different functions of management,some applications and methods in project management are summarized systematically in this paper.In planning function,it initially attempts to apply WBS into the decomposition of project investigation tasks.Then combined with OBS it has been clearly figured out the various tasks of staff responsibilities.In addition,it combines a common way with an uncommon way,then the earliest and latest time in the related tasks of project investigation are actually counted out.Finally combining with the Gantt chart and network diagram,along with the method of visualization processing,it is convenient for project investigation management personnel to use.In the organizational function,the author analyzes the advantages and disadvantages both of the functional organization and the project-based organization,and comes up with that different proportions of matrix organizational structure should be adopted according to the actual situation in practice.In the coordination function,the author analyzed professional qualities that an excellent project investigation manager should develop.These qualities should not only have the authority of professionals,but also have a clear vision which can combine hard capability with soft capacity,so as to lead the right direction for all investigators in the project.In the control function,the author cited the methods of resource control,risk control,cost control and performance control in project management,and solves these problems in the practice of special investigation from public security organs.Finally,in the command functions,it is pointed out that the outstanding project reconnaissance commanders should be logic,"brave" and "decisive",and be capable of taking fully advantage of management means in various kinds of projects according to the actual situation investigations.These professional qualities are able to enhance every investigator in scout their enthusiasm of work,as well as further facilitate their working efficiency of the project investigation work and the innovation of management work.
