| "Innovation, coordination, green, openness, and sharing" are the five development concepts first proposed by the Fifth Plenary Session of the 18 th CPC Central Committee. After the 19 th National Congress,it became one of the important contents of Xi Jinping’s new era of socialism with Chinese characteristics. The concept of sharing is a new understanding of the law of the purpose of social development, that is,development for the people, development depends on the people, development is shared by the people, and reflects the development thinking of the people-centered China.General Secretary Xi Jinping’s service to the people in the "four sentences, sixteen characters" general request put forward by the public security work also embodies this development thinking. The public security organs and the people’s police should also incorporate the sharing concept in the process of law enforcement services and the promotion of public security undertakings, form a shared thinking, and use shared thinking to improve the service efficiency of public security organs and better achieve the goal of serving the people.Shared thinking refers to the general term for any organization or individual that combines all the things or situations that can be enjoyed with the characteristics of the object of thinking in the process of thinking and judging things. The service efficiency of public security organs refers to the general term for public security organs and their people’s police, police assistants and other organizations or individuals to provide services to the masses through the use of correct methods and methods within the scope of their statutory duties.Based on the theory of social security comprehensive management,service-oriented government theory and Maslow’s hierarchy of needs, this paper analyzes and dialectically improves the plight of public security organs’ service efficiency and uses shared thinking to improve the service efficiency of public security organs.Ways to conduct research. The plight of the public security organs to improve service efficiency includes five reasons: First, the lack of integrity management system, resulting in more ineffective alarms, lowering service efficiency;second, more non-police activities, public security organs are tired of coping with service work;Third, the knowledge involved in public security services is too complicated, and the police services cannot be comprehensive.Fourth, the masses are increasingly dependent on science and technology, and the requirements for science and technology policing are getting higher and higher, leading to higher requirements for public security services.Fifth, the outside world is less involved in public security services. The form of public security service work is stagnation.Through the study of dilemmas, the author proposes that there are five feasible solutions to improve the service efficiency of public security organs by using shared thinking: first, shared governance can improve the public security service environment;second, shared thinking can be called for the public security group;third,Sharing wisdom can complement the shortcomings of police knowledge;fourth, sharing participation can enhance the interaction between police and civilians;fifth, the sharing model can enrich the form of public security services. In order to realize the purpose of using shared thinking to improve the service efficiency of public security organs, this paper sorts out the ways to improve the service efficiency of public security organs through literature review, field research and telephone and WeChat access, respectively, from the establishment of the national credit sharing system. The communication concept of sharing, the transformation of public security service environment, the inheritance of public security advanced achievements and the development of new sharing areas,as well as the formulation of rules and restrictions and the protection of personnel involved in public security services were discussed. After argumentation, the author is more convinced that the idea of using shared thinking to improve the service efficiency of public security organs is scientific and worthy of promotion and practice. |
