A Study On The Maritime Mutual Trust Mechanism Between China And The United States

In order to avoid conflicts,countries should establish mutual trust mechanism according to the practice of today's international community.In recent years,China's comprehensive national strength has been constantly improving,and the gap between China and the United States in relative strength has been narrowing.This change in strength has had an important impact on bilateral relations between China and the United States.The frequent conflicts between China and the United States in the marine field are an important reflection of the change in strength.In order to avoid the occurrence and escalation of conflicts,it is necessary for China and the United States to establish and constantly improve mutual trust mechanisms.Since 1998,China and the United States have been committed to establishing and improving bilateral maritime mutual trust mechanisms.Especially in recent years,with the promotion of China's marine power strategy,the territorial disputes between China and its neighboring countries have continued to ferment,and the strategic military deployment of the United States towards China in the region has gradually strengthened.The United States has repeatedly entered disputed waters and has had many maritime conflicts and frictions with China.In this context,the limitations of the existing maritime mutual trust mechanism between China and the United States are increasingly evident.This paper analyses the practical needs of establishing maritime mutual trust between China and the United States as well as the actual situation of maritime conflicts and frictions,explores the limitations and influencing factors of the existing bilateral maritime mutual trust mechanism,reveals the institutional defects of the maritime conflict of interest and maritime mutual trust mechanism between China and the United States,and then puts forward corresponding suggestions for establishing a sound maritime mutual trust mechanism between China and the United States.This paper is divided into four parts: the first part elaborates the background of strengthening maritime security mutual trust between China and the United States;the second part discusses the development of maritime mutual trust mechanism between China and the United States;the third part analyses in detail the difficulties and challenges facing the construction of maritime mutual trust mechanism between China and the United States;and the fourth part puts forward a series of targeted countermeasures and suggestions.
