Chinese Nationalist Party returned to power on May, 2008, after Ma Ying-jeou to be the leader of Taiwan, he modified the Taiwan's Independence line in the period of Lee Teng-hui and Chen Shui-bian, and recognized the"ninety-two consensus"which on the base of"one China", and put the cross-strait policy on"no unification, no independence, no use of force", the possibility of cross-strait to achieve peace and development and interaction come to be a reality. Both Taiwan Strait have got huge impressive results in the field of economy and trade, culture, education, and livelihood after two years, but there was little result in the field of military security.Military mutual trust mechanism is the product of the modern crisis management, it is regarded as one of the important means in dealing with countries and regional security relations. Now, cross-strait had not yet reached a formal agreement to end hostility, and due to special historical and practical reasons, the military system of the Taiwan Strait is still the independence of the individual, there is also a possibility of misunderstanding or miscalculation which occured by unexpected events. So, to increase cross-strait military activities of predictability, to make a normal military activity specification, and to safeguard the peaceful development of cross-strait status quo and to lay the foundation for the peaceful reunification of the future, it is important and necessary for two sides to establishment of military mutual trust mechanism and achieve cross-strait military trust.Although the leadership and important people who had repeatedly mentioned the hope to established the cross-strait military mutual trust mechanism, this issue has not been any progress, it also showing a posture of"actions speak louder than words". The reason is not only related factors between the two sides, but also the involvement of big powers. There are main three factors from two sides: First, factors in Taiwan, including the mainstream of public opinion, the opposition political forces which represented by Democratic Progressive Party and election; Second, the debate that political trust and military trust which should be given priority in the mainland; Third, the political differences between the two sides. And the external factors are the United States and Japan which put profound impact on Taiwan. Cross-strait military mutual trust mechanism has been no substantial progress on the issue, on the one hand, it reflects the sensitive and complex of military and security issues, on the other hand, it also reflects the vulnerability of cross-strait political mutual trust. However, because of this, to enhance military confidence-building has become particularly important and necessary. With the signing of ECFA, cross-strait relations have entered a"new realm", the new relations between new pattern created the conditions for the establishment of mechanism, at the same time, the new changes of great power relations and regional security situation also created the conditions for it. Two sides have always been the political intentions to set up the military mutual trust mechanism, to establishment of military mutual trust mechanism on cross-strait has been the subject that cannot be avoided.At present, the military mutual trust mechanism have been deeply discussed by two sides, and reached a consensus, that is, both side realize that the military mutual mechanism has a positive action to avoid conflict and maintain peace across the strait status quo. At this stage, it is difficult for cross-strait to establish some mechanisms about military mutual trust, but the exchanges and cooperation which in the field of non-traditional security have been carried out. These activities promote in-depth exchange of relevant departments of both sides, at the same time, they also make a condition for military mutual trust mechanism from"second track"to"first track". Long-term stable development of cross-strait relations cannot do without the foundation of political trust, to establish military mutual trust mechanism step by step is the essential part and step to increase the political mutual trust. With the deepening development of cross-strait relations, it has been the general trend of development and the common aspiration of the people.
