Study On The Improvement Of The Organizational Power Of The CPC's Grassroots Organizations In A New Era

The Report of the 19 th National Congress of the Communist Party of China clearly states that the focus of strengthening the construction of grassroots organizations should be on improving their organizational strength,which indicates a new goal and direction for grassroots party organizations to strengthen their own construction.The word “organizational power” has also become a new entry point and foothold for research on CPC's organizational construction in the academic circle.The opportunities and challenges facing the party's organizational work in the new era require the party to continuously promote reforms and innovations of its organization under the guidance of the spirit of the 19 th CPC national congress.The theoretical analysis on the reform and innovation of the party's organizational work in the new era is to provide rationale for them.This paper tries to guide the practice and promote the work with the results its theoretical innovation,so as to make the organizational work truly reflect The Times,grasp the regularity and be creative,and realize the scientific,democratic and institutionalized construction of the party.This study consists of three aspects: introduction,text and epilogue,whose specifics are summarized as follows: Centering on the logic of why and how,the introduction part elaborates the background of improving CPC's organizational power at the grass-roots level by explaining its promote the origins,significance,status at home and abroad,research methods and ideas,research emphasis and barriers,innovations and deficiencies.This will lay a solid foundation for the deepening of this study.The first chapter focus on the origin of grassroots party's organizational power improvement theory in the new era.The author points out that the improvement of the organizational strength of grassroots party organizations in the new era is based on the Marxism-Leninism's statement on the grassroots party's organizational work.By analyzing definitions,connotation of grassroots' organizational power is clarified,which leads to clearer interpretation.Through the research summary,this paper explained the rational adopted in grassroots managing while adapting Marxism to Chinese conditions.The review also combed the interpretation from collective leadership of previous generations.This paper expounds the new requirements for the improvement of the organizational strength of grassroots party organizations.In this way,Chapter One has laid a solid foundation for the follow-up research in definition,theory and direction.The second chapter is a historical survey on the construction of the organizational capacity of the grass-roots party organizations in the new era.By reviewing the historical process of the construction of grassroots party organizations in the new era in different historical periods,this paper pointed out the basic experience and significance of the organizational strength of grassroots party organizations in the new era.In the author's opinion,the basic experience of the historical process of the construction of the organizational capacity of grassroots party organizations in China are as follows: 1)The grassroots party organizations should play different roles according to the different regional conditions,and clarify their positions according to different levels of grassroots organizations;2)The political responsibilities of the leading party organs include regularly inspecting and improving the work of the primary party organizations and keeping close ties with the people;3)We need to build community-level party organizations into a strong fortresses that conscientiously implement the party's line,principles,and policies,keep in touch with the people,exercise strict discipline with high working efficiency,so as to change the weak and lax work of some community-level party organizations;4)We must improve the quality of party members and give full play to their pioneering and exemplary role of CPC members;5)Continuously make Party building more scientific in an all-round way;6)Adhere to the fundamental guidelines for comprehensive strict Party self-governance.The third chapter sorts out the problems on harnessing grassroots party organizational power.Based on general reality,the paper makes a systematic and comprehensive summary on current outstanding problems and their causes.From the perspective of existing problems,the current grass-roots party organizations have prominent problems that need to be solved: 1)the lack of political leadership;2)inadequate leadership through theory;3)unstable organization of the people;4)implicit inspiration on society.The fourth chapter is the practical strategy to improve the organizational strength of grassroots party organizations in the new era.According to the general requirements of the new era,to solve the difficulties in improving organizational power of the grassroots,we must follow Xi Jinping's guidelines on grassroots organization since the 18 th NCCPC: clarify seven goals,and the principles of the Party's leadership role in all aspects of national governance;a people-centered approach,and the imperative to enforce strict Party discipline.Finally,according to the constitution dimensions of the organizational power of grassroots party organizations,four promotion strategies are established.The epilogue is the review and prospect of the research on the improvement of the organizational power of grassroots party organizations in the new era,with statements on the potential extension of this study in the future.
