On The Technology Of Governmental Governance

Governments need to govern through government policies.The policy process includes several links and stages such as formulation,implementation,evaluation and termination.Policy implementation is the core link of government governance activities.As a policy implementation in the policy process,it directly determines whether the policy issue can be resolved,whether the policy objectives can be achieved,and the extent and effect of the solution and achievement.Good government governance requires good technical support,so this paper intends to introduce the concept of government governance technology to understand and portray the ways and means of policy implementation.This paper holds that government governance technology is a general term of the strategies,methods,ways,tools and means adopted for objectives of the policy in order to achieve the established policy objectives.It includes both science technology,social technology and spiritual technology.Different public issues need different government policies to solve,and policy implementation needs to choose different government governance technologies.Therefore,government governance technology has an irreplaceable role in achieving specific policy objectives.Studying government governance technology not only helps to improve the theoretical system,but also helps to modernize the government governance system and governance capacity.Of course,government governance technology is not a panacea.It is not only subject to policy objectives,but also subject to the ultimate goal of government governance.The adoption of any government governance technology must be compatible with the governance system and the value orientation of the governance system.
