Research On The Collaboration Mechanism Of The Main Body Of Poverty Alleviation In Industry

At present,poverty alleviation is a major political task and the biggest project for people's livelihood,and a key task for the CPC to achieve its first centenary goal.Industrial poverty alleviation,as the fundamental solution to poverty alleviation,is a key measure to enhance the endogenous driving force and hematopoietic function in poverty-stricken areas.In recent years,China has carried out a large number of positive and beneficial explorations in the aspect of industrial poverty alleviation,and many typical practices and successful models have emerged.However,at present,there are still some problems in industrial poverty alleviation.For example,the poverty alleviation subject has not formed a joint force in terms of participation validity,the quality and level of poverty alleviation need to be improved,the power and responsibility boundaries of various assistance subjects are not clear,various poverty alleviation resources need to be integrated,and the phenomenon of "fragmentation" is prominent.From the perspective of synergetic theory,to solve these problems in the process of industrial poverty alleviation,it is necessary for all poverty alleviation subjects to take active actions,form an integrated cooperative labor division system,and give full play to their comparative advantages within their respective rights and responsibilities.Therefore,on the basis of systematic literature research and comparative analysis and from the perspective of synergetic theory,this paper constructs a theoretical analysis framework for the action of the main body of industrial poverty alleviation,and further clarifies the basic composition,action resources,action mode and comparative advantages of the main body of industrial poverty alleviation.The "menu-type" industrial poverty alleviation in xixiu district is taken as a case,and the relationship between different poverty alleviation subjects inthe practice of industrial poverty alleviation is deeply investigated.From the aspects of synergistic effect,self-organizing division of labor,and the exertion of comparative advantage,the synergistic effect of "menu-type" poverty alleviation subject in xixiu district was correctly revealed.Based on the above research results,the optimization countermeasures of the "menu-type" poverty alleviation collaboration mechanism in xixiu district are put forward from the aspects of policy support system,linkage mechanism,poverty alleviation capital expansion,benign interaction between the main bodies and third-party evaluation mechanism.On the whole,this article mainly research result about the following four aspects:(1)industry main body action for poverty alleviation is a complex process,from the point of collaboration theory,government departments,the market main body as the main industry of poverty alleviation and social forces,have different ways of action and resources,there are differentiation and complementary comparative advantage;(2)as a typical practice of industrial poverty alleviation,"menu-type" poverty alleviation in xixiu district not only involves horizontal and vertical government departments,but also various platform companies and farmers' professional cooperatives,as well as various types of social organizations.There is an interdependent and interactive relationship among the poverty alleviation subjects,especially in the aspects of resource allocation and management division.(3)in the west show area "menu type" subject collaboration effect for poverty alleviation,despite the implementation industry poverty alleviation resources effective configuration and integration of the division of labor,but in terms of comparative advantage to play,government administrative dominant instead of administrative guidance,the market is still not fully play a decisive role in the allocation of resources for poverty alleviation,there is also a social forces play a space,(4)to achieve effective collaboration between industrial poverty alleviation subjects,both to do their job and responsibility,and collaboration,collaboration,it is a complicated system engineering,need to improve the industry body for poverty alleviation policy support system,to establish market-oriented plural linkage mechanism,establish the platform industry capital expand channels for poverty alleviation,promote multiple main body for poverty alleviation virtuous interactionbetween multiple subjects for poverty alleviation,build industry collaboration mechanism,establish industry poverty alleviation mechanism of the third-party evaluation,etc.
