Study On The Investment And Implementation Of Poverty-Alleviation Fund (PAF) Through Empirical Methods

Chinese government has gotten great progress in poverty alleviation since reformation and openness. Therate of the poor decreased from 30.7% in 1978 to 3.1% in 2003. But in recent years, although PAFincreases every year, the number of the poor didn't decrease obviously.The reach goal of the paper is to make clear of sources, sorts and running of PAF in China. In JiangxiProvince and taking is as the example, the author observes the principles of investment of PAF andpractical investment, while analyzing the demands of development of the poor peasants. The key point ofthe paper is to research the targeting situation of PAF. As well as in village level, the author takes AnyuanCounty of Jiangxi Provingce to analyze the effectiveness and impact of implementation of VillagePoverty Alleviation Plan. The main conclusions are as following:The investment of PAF stresses the improvement of village infrastructures; the use of PAF is mainly oninfrastructures' aspects. The investigation of 12 village-samples shows that their projects are mainly onvillage road, irrigation establishment, school-buildings.The fieldworks show that the key poverty villages don't get enough investment. Every key povertyvillage usually gets hundred thousand Yuan from PAF, which may only afford a school or a village road,and it can't reach the purpose of poverty alleviation. The survey of the sample villages shows that the keypoverty villages have few funds for "salary instead of alms", which only are provided construction ofschool and village gardens road.From the targeting point of view, there exist lots of channels for leakage of PAF, it can be said thatcontort of poverty alleviation targeting is obvious.From the poor peasants targeting point of view, the first part of targeting situation is good.Village Poverty Alleviation Plan plays very important role in poverty alleviation practices. Social andenvironment effectiveness of poor area and the poor families get great improvement after theimplementation of Village Poverty Alleviation Plan.
