Research On Problems And Countermeasures Of Implementing Network Management Policy

Online car-hailing is a product of the sharing economy and it has developed rapidly in recent years.In order to standardize the development of the network car,the General Office of the State Council issued the "Guiding Opinions on Deepening Reform and Promoting the Healthy Development of the Taxi Industry"(hereinafter referred to as "Guiding Advice"),and the seven ministries and commissions of the Ministry of Transport jointly issued the "Network Appointment Taxi Management Service Management".The Interim Measures(hereinafter referred to as the “Interim Measures”),the local government implements the network car management policy by formulating the implementation rules for the network car management,but the implementation of local policies varies greatly.Because of the differences in the implementation of the local car network policy,this paper uses field research and multi-case to compare the methods of conduct on-the-spot investigations of Transportation Management Department of Guiyang City and some network car companiesincluding Guangzhou,Shenzhen,Wuhan,Changsha.The paper is on the basis of Stakeholder theory,Resource Dependence theory and Smith Model,the local government was careful to implement the central network car agreement policy,but the implementation rules formulated to a certain extent were too high,and the management effect was not obvious.Therefore,due to various factors and the management limitations of local governments themselves,the implementation of the local government's car contract policy has not been a good solution to the development of the car network,the development of taxis,and the illegal operation of chaos,and the entry threshold can be appropriately reduced.The government will continue to manage taxis with high quality,while the vehicles will be handed over to the market with enterprises as the main body.The government only needs to strengthen the management of the network vehicle platform companies and rationalize the power and profit relations of all parties.Promote the development of online cars.
