Local Government Online Car-hailing Governance Innovation

In recent years,As a new industry,online car Hailing has a bright future.Its service is very efficient and convenient.It can effectively alleviate the practical problems such as taking a taxi difficultly and road congestion.In July 2016,the interim management measures for operation and service of online car Hailing was issued and implemented,it has stipulated online car Hailing’s business platform,vehicles and personnel,At the same time,considering regional differences and territorial management principles,the specific vehicle standards are issued by local governments.After three years of analysis on the effect of policy implementation,I found that there are phenomena of online car Hailing management such as management leasing,policy standard homogenization,excessive supervision and extra regulations happening in various places,they make the management of online car Hailing fall into the dilemma that although the government strictly legislates,people generally break the law and traffic police are tired of law enforcement.The management departments of Wuhu governments,facing the problem,widely soliciting opinions,formulating system plans,revising and adjusting policies,making the online car Hailing market more prosperous,and ensuring the travel needs of the masses.The management department has formed a set of characteristic management system of online car hailing,which has effectively improved the management ability of online car hailing and provided a model for local management of nationwide online car Hailing.This paper based on the theory of public management,In this paper,through field survey,literature research,questionnaire survey and other methods,the qualitative and quantitative analysis of the management of online car hailing,in-depth analysis of the development status and basic positioning of online car Hailing.Combined with the research and analysis of Wuhu City’s online car Hailing reform practice,this paper puts forward relevant countermeasures and suggestions from the perspective of building a fair and inclusive value orientation,adhering to the principle of inclusive and prudent supervision,building a new governance system and improving the governance capacity,which provides relevant reference for promoting the healthy and sustainable development of online car Hailing industry.
