Beginning from 2009,brand new "Internet +" transportation concept has been innovated by Uber,who has expanded worldwide in favor of its frontier technical advantage.Uber has already expanded its business across over 70 countries and 400 districts in just five years.In the process of its continuous development,various kinds of online car-hailing platform were built subsequently.Domestic platform such as Didi and Shenzhou have been perfecting the online car-hailing market by technology.However,the emerging online car-hailing mode brings great impact on the traditional taxi industry as well as the challenge to government supervision.At the present stage,seven departments including Ministry of Industry and Information Technology and Ministry of Transportation have issued "Temporary management policy of online car-hailing operation service",which promoted some suggestions to the supervision approach of online car-hailing service on the policy basis,and left certain space to the local government in respect of supervision.Nevertheless,local government lacks detailed restriction policy,making implementation of the supervision mode still open to question.To be specific,Beijing and Shanghai have set an extremely high threshold for online car-hailing drivers and vehicles,which requires the drivers to hold local census,and sets specific requirements to the wheelbase and displacement of in-service vehicles.According to statistics,over 400,000 drivers registered on Didi platform in Shanghai with only less than 10,000 drivers met the standards.With time passing by,new changes appear in the online car-hailing service,supervising becoming a more complex problem.There are some differences but also some relation between online car-hailing and traditional taxi.Building the framework of supervision mode which links the traditional and the contemporary,on one hand tests the capability and intelligence of local government,on the other hand,starts a new "Internet +" era of a law-based government.Local government has been continually exploring and developing the supervision mode,and has completed the transition from strictly forbid to admit its legality,and to confirm the formal supervision mode.But many deficiencies need to be corrected during the transition.In this paper,the author tries to propose a supervision mode that is more suitable for the national conditions and enriches the relative theory in the field of administrative supervision and management,which combines the supervision of taxi in current stage with the foreign supervision mode for reference.This paper takes Uber as example to research on the supervision of online car-hailing by the local government.Domestic governments could take foreign supervision mode as reference since Uber is a global company.This paper analyzes the operation model and deficiencies in its self detailedly,including inexact checking on the drivers’ identity,potentially exposing the personal safety of riders and drivers.This paper also digs out the deficiencies of Uber itself by analyzing the problems above,so as to save the influence on marketing supervision from the problem with local government supervision.Besides,combining the research on foreign government supervision mode of online car-hailing and traditional taxi,with national policy and markets in China,this paper goes further to the research on supervision mode.This paper organizes the supervision mode on Uber by the foreign governments.Uber,as the founder of online car-hailing service,brings a new industry originated in America,to Europe and Asia.Those countries accumulated large amount of experience as the forerunners to supervise on the online car-hailing service.Different country uses distinguished supervision mode based on different national conditions,for example,California government initiated a new concept of transportation service,and build a supervision mode for this new form company,instead of retaining the strict supervision mode on taxi industry.Each country owns different supervision mode,however there are some similarities,such as supervising the process of online car-hailing platforms strictly,laying emphasis on the protection of consumers’ rights and interests,and supervision on the insurance of registered vehicles.The supervision mode mentioned above all provides important references to the domestic governments.Moreover,this paper analyzes the supervision mode on traditional taxi industry in China,and finds out the problems inside,which helps the government to perfect the supervision mode.To sum up,through the analysis of Uber’s interior deficiencies,the reference of foreign supervision experience,and the research on traditional supervision mode,this paper proposes a mode for local government on how to reform the supervision mode of online car-hailing service.
