Occupational annuity,as a supplementary part of endowment insurance,plays an important role in the reform of endowment insurance.In 2015,the state council issued the decision on the reform of the old-age insurance system for employees of government institutions.It marks that the endowment insurance of China's public institutions has taken a substantial step from "dual track" to "parallel track".One of the most important features of the pension reform launched in 2015 is that it increases the proportion of individual contribution,reduces the proportion of government burden,and significantly reduces the salary of individuals.In this case,occupational annuity plays a necessary role and it is urgent to establish the occupational annuity system in government institutions.On the basis of introducing relevant concepts and theories,this paper expounds the basic measures taken by xinzheng city in promoting occupational annuity system.Firstly,it reconstructs the vertical management system,and then it restructures the mode of financial allocation and optimizes the scope of operation and management.A series of measures have laid a solid foundation for the realization of provincial pooling and made a leap forward for the early realization of national pooling.The reform is arduous.In the process of the reform of the old-age insurance and the establishment of occupational annuity in xinzheng municipal government organs and public institutions,the problem that the policy is out of step with the actual implementation time has been highlighted.The problem that policy design and employee demand do not match;The problem of incompatibility between the policy operating mechanism and the realistic environment and the insufficient policy guarantee capability hinder the reform process.Through in-depth analysis of these problems,it is found that the hindering factors for these problems are imperfect supporting regulations of local government,incomplete system and policy guarantee,relatively lagging mechanism operation and insufficient subjective understanding of occupational annuity by employees.In view of the above problems,the paper puts forward corresponding countermeasures and Suggestions.By detailing local implementation plans,county-level cities are able to satisfy the general public and comply with laws and regulations in accordance with national laws and regulations and in light of their own local conditions.We will increase support for local government tax revenues and reduce the pressure on non-financial institutions to contribute in full.The management,supervision and coordination mechanism of occupational annuity should be standardized to ensure the sustainability and safety of occupational annuity system in operation.Fourthly,the publicity of occupational annuity should be strengthened to make the staff of government organs and public institutions realize subjectively the preferential nature and welfare nature of occupational annuity system,so as to actively participate in the reform and accelerate the smooth implementation of the reform of occupational annuity system in government organs and public institutions.
