Research On Occupational Pension System Embedded In Institution Endowment Insurance System

In view of the historical evolution of the social development in our country,institution endowment insurance system and enterprises endowment insurance system failed to realize the synchronous reform,which leaded to the special phenomenon of double track of endowment insurance system.The existence of the double track of endowment insurance system on the one hand blocked the flow of labor force between enterprises and institutions,on the other hand also because the staff of institutions pension payment is low,but retirement benefits is high,caused great social injustice.In order to comply with the voice of the various sectors of society to eliminate the double track of endowment insurance system,the State Council formally issued the "decision of the State Council on the reform of the endowment insurance system of institution staff"(Guo Fa 2015 No.2)on January 14,2015,officially began to promote the institution endowment insurance system reform.In order to ensure the smooth progress of the reform,to protect the retire treatment of public institutions staff,the occupational pension system has been decided as its supplementary endowment insurance system.The endowment insurance system reform of the institutions involved in more than 16 million workers and 6 million retirees,which are related to their salary and pension benefits.The research on the occupational pension system embedded in the institution endowment insurance system reform in this paper has very important theoretical and practical significance.This paper first analyzes the evolution and current situation of endowment insurance system of institutions in our country.Secondly qualitatively analyzes the necessity of occupational pension system embedded in the pension insurance system,And through quantitative analysis,establishes the measurement model,to Cixi City institutions workers and retirees as data sources,compare the balance of the fiscal reform or not,which confirms the feasibility of the occupational pension system embedded.Thirdly,learned from foreign relatively mature public servicer occupational pension system.Finally,we will look forward to the development direction of the occupational pension system which needs to be perfected after its embedding.
