Research On Government Procurement Mechanism Of Domestic Information Security Products

With the rapid development of network technology,human beings have entered into the information era during which China's government has witnessed the high speed development of information construction.As information technology changes government's way of working,E-government system is established by the central government and government ministries,through which relevant information can be delivered including a great deal of governmental information.However,information security technology as well as related products and services of China are primarily imported from and restricted by foreign countries.Especially,the core technology of information security has never achieved independence.Thus,the information security products used by some important state agencies such as party committee,governments at various levels,state-owned enterprises and financing institutions are not only threats to China's information security but great challenges to the nation's cyberpower construction.At present,China's government sets the main aim of purchasing policy as saving fiscal costs in order to promote the construction of a clean government and rarely considers the government procurement as a crucial indigenous innovation measure.But in a long run,a tremendous opportunity cost will follow.In fact,government procurement should be used as a motivator of technological innovation.Based on its tremendous purchasing power,a lead market can be established.In that case,its power can strengthen the confidence of newly-rising enterprises and scientific research institutions,help them adapt to the market at a rapid speed,launch independently innovative products and finally enhance their market competitiveness.Thus,government procurement is an effective means to transform scientific achievements to actual productivity and stimulate enterprises and scientific research institutions' demand on independent technological innovation.This method of market-oriented ?demand pull?,which is different from the ?supply push? supported directly by the governments' fund and preferential policy,produces better effect.Taking domestic information security products as the targets of the government procurement can not only maintain the safety of government cyberspace and sensitive information,but lower the cost of purchasing foreign information security products.In doing so,the development of national information security industry can be facilitated and national cyberpower can be promoted for the government Information security can be guaranteed from the source.This thesis is an analysis on the means and effects of government procurement as a national policy from the perspective of need.The thesis intends to base on the status analysis and related theories of government procurement of domestic information security products and starts from the current background where the rapid development of informatization in China is faced with the extremely severe situation of information security.On the basis of the three major mechanisms,the main body of the thesis is divided into three parts.At first,participants of government procurement are focused on including three groups: government and enterprises,central government and local governments,enterprises and enterprises.In this part,game theory is applied to analyze the interest and responsibilities among the three groups and explore the cooperation mechanism in order to reach cooperation between the participants and promote the innovative development of domestic information security products.In the second part,correlation analysis and regression analysis are conducted by means of statistical tool SPSS22.0 with the combination of related researches home and abroad.At last,a summary is made on various benefit mechanisms brought by government procurement of domestic information security products.Based on the research results,strategies and suggestions are put forward to help promote independent innovation of domestic information security products,achieve core technology of information security and strengthen national cyberpower.
