A Study On The System Construction Of Democratization Of Administrative Decision - Making At The County Level Government In China

The county-level governments shall be the basic governments of our country and play the role about connecting link.Not only are they enforcement agencies of guidelines and policies of the Party and governments at higher levels,but also are the decision-making agencies of the county economic development and social management.The county level governments have important functions about administrative decision, their running relates with people’s immediate interests, the governments’ image and the country social stability. The eighteenth report of the Party suggests that we should put power into the cage of system,so make the power run in the sun. So do the county-level governments need it. For making right decisions requires the participation of the public, after all, the democratic decision-making is the guarantee of the correct and scientific decision-making of county-level governments, democratization requires constructing perfect institution.
