Studyonthe Governance Of Urban Floating Population Community In Chengdu

China is in the context of rapid urbanization,the increase of urban floating population is an inevitable phenomenon of the industrialization and urbanization of China.It is also an inevitable product of the transition of socialand economicstructure.The urban floating population live with the urban residents in the community,which makes the original ordinary community turn into a floating population community and brings a series of problems to the urban community governance.This is not conducive to the development of Chinese cities as well as the process of national governing system and modernization.Chengdu has achieved certain results in the governance of urban floating population communities,for instance,it built up “Ping'anCommunity” in the whole city,explored and formed the working methods such as “Three Links” and “Cases of People's Mediation”,innovated the working method of “Working Day for Specifically Rectifing Floating Population”,and upgraded the intelligent street information system platform.In a word,these innovations provide new ideas and achieve good results to solve the problems of poor public security,many contradictions and difficult management of the floating population in the communities.This counts against the development of China's urban construction and the promotion of national governance system and the modernization of national governance.However,with the process of modernization of China's governance system and governance capacityand urbanization,there are still some deficiencies in the governance of urban floating population communities,such as the lack of community residents' sense of belonging,low participation of residents in the community governance,the lack of professionalism in the community governance,unsound community governance mechanism and insufficient ability of the community Party Organization to serve the residents,etc.Aiming at these problems,combined with the experience in other cities,taking the Tuanjiecommunity in Chengdu as example,this paper makes a deep analysis of the problems in the process of the governance of urban floating population community in Chengdu.It emphasizes that the governance of urban floating population communities should focus on strengthening residents' sense of belonging,accelerating the diversification of the governance,improving the professionalism of governance,perfecting the mechanism of governance and the service ability of Party Organization.The study on the governance of urban floating population communities in Chengdu is of great significance for the development of the community,the governance of Chengdu,and the promotion the modernization of governance system and governance capacity of Chengdu.
