Study On Grid Management Of Community Policing In Zhengzhou City

With the rapid development of social economy and the gradual improvement of people’s living standards,people are no longer satisfied with the basic material needs of life,and their desire for a safe life is increasingly strong.At the same time,with a large number of people flowing into large and medium-sized cities,the problem of public security is becoming more and more serious,and the traditional community policing work has been unable to meet the actual needs of social and economic development and the people.Under this background,community policing reform practice arises at the historic moment,the public security organs,which is based on information technology,in order to "predominant,dealing in case is given priority to" for the idea,through the scientific community divided into a grid,integration of various kinds of social resources,close ties with the masses,constantly promote the public security work center of gravity down,police sinking,promoting community policing grid management work,but its running time is shorter,lack of experience,to some extent affected the specific implementation details for the management of community policing grids.Henan is a big agricultural province with a population of nearly 100 million.As the political center,economic center and cultural center of Henan province,Zhengzhou has a strong siphon effect on the population of other cities in the province.By September 2013,the floating population in Zhengzhou has reached more than 3 million,and the urban population density is second only to Guangzhou,ranking the second in China.The floating population,as a group with a high incidence of illegal crimes,has brought great pressure to the prevention and control of public security in Zhengzhou.From 2013 to 2014,the number of illegal crimes in Zhengzhou increased explosively.the traditional community policing model has been unable to effectively control the floating population due to its complex composition and strong mobility.In this background,in October 2014,Zhengzhou city public security bureau to implement community policing throughout the whole city grid management pattern,this pattern with information as the backing,through community policing grid,sinking police,integrate various resources in the grid,effectively solve the floating population management,information control and other issues,not in time to effectively control illegal crime number,and showing a downward trend year by year,enhance people’s sense of security and satisfaction.Based on the practice of community policing grid management in Zhengzhou city,this paper adopts the research methods of literature research,case study,questionnaire survey and comparative study,etc.,and through the theoretical research of community policing grid management,the theoretical basis of community policing grid management is realized.Because Zhengzhou city community policing grids management work has just started,meshing is unclear,the work carries out does not reach the designated position,informatization level is not high,the cognitive participation is not high,the reason for this is that the grid division is not scientific,grid management team construction,information construction lag,supervision and incentive mechanism is not perfect.By Britain’s Exeter city community policing,has draw lessons from abroad experience,the United States,New York City community policing and domestic new era Fengqiao experience in community policing,community policing in Urumqi grids management experience,community policing in Huangpu district Guangzhou city grid management experience,put forward strengthen community policing grid basis,establish a professional team,promote the informatization construction,improve the appraisal incentive mechanism,the optimum path of diversified main body participation,finally came to the conclusion that points out the deficiency of this article.
