Shantytown renewal is an urbanization project promoted by the central government.Under the background of local fiscal pressure and central government's strengthening of debt management,the innovation of financing system and mechanism is an important link to realize the sustainable promotion of shantytown renewal in the future.The government purchase of services is the need for shantytown renewal projects.Under the triple pressure:index task of shantytown renewal,the debt control from the central government and local fiscal strain,the central government allows local governments to promote shantytown renewal by purchasing public services from social forces,which provided financing opportunities for local governments.At present,local governments have fallen into a rather embarrassing situation: on the one hand,they have to complete the rigid target of shantytown renewal;on the other hand,they are faced with local fiscal constraints and financing difficulties.There is an impetus to adopt the market mode to carry out the shantytown renewal project,and it exists a gap with the market competition mode required by the central government.In the process of implementing policies to achieve specific goals,local government officials tend to analyze,judge,and make decisions based on their own positions,and rank and weigh multiple interests claims to determine specific behavioral strategies.it is found that in even neighboring cities and counties,local governments may appear bigger difference on strategy choice of shantytown renewal,and which factors influence their strategic choices.These are worth exploring.The underlying research question is actually "the behavioral logic behind the choice of local governments".This study adopts the case study method and qualitative analysis.Based on the investigation and analysis of the shantytown renewal in the six cities of the H province,and investigate how local governments carry out shantytown renewal under the background of policy arrangement and fiscal pressure,and focuses on the discussion of the strategic choice and behavioral logic of local governments.Based on the analysis of the urban scale,market maturity,fiscal revenue and expenditure capacity of 6 cities in H province,under the reference of government purchase service generalization process,the paper compares the six cities in terms of the choice of the subject,the choice of purchase method,and the balance of investment income of the project.The study found that the local government has a certain regularity in the choice of shantytown renewal strategy.Finally,the logic of local government strategy choice under "interest appeal" and "risk cognition" is interpreted,refining the risk perception of local officials,and analysis in the "validity" of the goal of shantytown renewal and the "legality" of debt risk evasion.combined with the four dimensions of city size,fiscal revenue and expenditure,leadership prudence,and market maturity,explain in depth the reality that local government shantytown renewal behavior choices are not “completely converging”.This study attempts to analyze the mechanism of government behavior throughsorting out the internal and external incentives and constraints of local government strategy selection,and then puts forward several strategic assumptions:(1)In order to complete the target of rigid shantytown reform,local governments have more incentive to choose competitive ways to promote shantytown renewal projects and solve the problem of government financing;(2)The greater the local government's fiscal pressure,the more concerned about the project benefits rather than the project risk;(3)The more sensitive local officials are to the central policy,the more they tend to follow The policy stipulates the implementation of the shantytown renewal policy;(4)in cities with large urban scale and high market maturity,local governments are more inclined to adopt a competitive approach to Shantytown renewal;the stronger the fiscal capacity,the more standard development;Introduce internal competition,standardization.
