Research On Grass-roots Local Government Behavior In Urban Renewal

Urban renewal is a development model that large cities must choose when they move from the Incremental Era to the Stock Era.After years of development,the model of urban renewal in China has also evolved from the traditional material level,the demolition and new construction stage to the stage of organic renewal.Based on this background,as the leader of the current urban renewal,the concrete actions and logic behind them that local governments,especially the grass-roots local governments take when they weighing various kinds of relations such as development or protection,overall promotion or partial adjustment,market or public interest,are worthy of research.Taking Qinhuai District of Nanjing as an example,this paper starts with a review of the related researches of urban planning disciplines and public administration disciplines,and based on the theories of principal-agent,public choice,decentralization and mechanism design,this paper divides the process of urban renewal in Qinhuai District since the Reform and Opening-up into four stages,namely,subordinate type of grass-roots government,collegiate type of urban government,leading type of grass-roots government and grass-roots government leading +enterprise cooperation type.Through the analysis of the behavioral effects embodied in specific behaviors in the empirical cases of the grass-roots government at various stages,this paper briefly summarizes the influence of the local government's actions at different stages on urban renewal.And further study the internal promotion mechanism of Qinhuai District Government in urban renewal activities,as well as the similarities and differences between this promotion mechanism and the behavior mode of grass-roots government in other major cities in China.Through case analysis and comparative analysis,we can find out the problems of the grass-roots government behavior in the current urban renewal and propose corresponding improvement suggestions.Based on the analysis above,this paper proposes that in the new stage of urban renewal,local governments at the grass-roots level should firstly pay attention to improving the system and mechanism,rationalizing the functions and powers between the governments at the corresponding level and the higher level,and on this basis,establishing the coordinating subject of urban renewal work.Secondly,it is necessary to formulate urban renewal policies,especially to improve the core policies such as implementation opinions,renewal methods,industrial development and other guiding policies,fiscal and tax preferences and other supporting policies.Thirdly,the local government at the grass-roots level should be a good "header",to coordinate the interests of different subjects such as citizens,experts,and enterprises,in order to achieve effective participation of all subjects in urban renewal activities.Finally,the grass-roots government should actively broaden the financing channels of urban renewal,such as to use the income of new town development to feed back the investment of old city renewal,establish urban renewal fund,and precisely invite investment to solve the financial problems of urban renewal.Through a series of government behavior adjustment,we hope that in the new stage,local governments at the grass-roots level can correctly coordinate the interests of all parties and ensure the orderly progress of urban renewal.
