Research On The Problems And Countermeasures Of The Government's Production Safety Supervision

In recent years,with the rapid development of economy,the production safety accidents occurred frequently,Both in terms of the number of casualties,direct economic loss,or its negative influence were more and more serious.In particular,the occurrence of especially serious production safety accidents has huge negative influence on all aspects,which brought great research value.As a result,based on the causes of especially serious work safety accidents,my thesis is carried out from the perspective of government supervision and management of work safety.In this thesis,I use literature analysis,big data analysis,cases analysis,and other research methods.Take the sample of 18 especially serious production safety accidents reports during 2012-2017 which published in the former State Administration of Work Safety Website in 2013-2018.According to these especially serious production safety accidents' quantity,areas,time,involving factors as well as the number of regulatory agencies,I made a summary.Through the identification of "accident causes",the causes of production safety accidents are divided into three aspects according to the subjects involved.That is to say,the first one is the causes of government supervision departments,the second one is the causes of accident related units and main parties,and the third one is the causes of natural systems.According to Weiner's Attribution Theory,attribution orientation can be learned in three dimensions: source(internal or external),stability(stable or unstable)and controllability(controllable or uncontrollable).In order to reduce the impact of subjective judgment on these three dimensions on the research results,this study established eight analysis frameworks of the cause structure of different work safety accidents based on the three-dimensional structure of the cause of Weiner's Attribution Theory.Finally,some factors in accident investigation reports,like time,region,types of accidents and the number of government supervision departments are analyzed seriously.I have classified and coded the three-dimensional structure of the cause,the cause of the accident and the eight causes one by one.Using the descriptive statistical analysis of "multiple responses","frequency" and "crosstab" in SPSS software,the correlation analysis was conducted from the basic situation of work safety accidents,attribution dimension,as well as the relationship between the three different subjects involved in the accident cause and the eight attribution structures in the three dimensions of attribution.Through the analysis of different dimensions,this paper discusses the existing problems and causes in the government safety supervision and other related functional departments.Through the study I found that government exist certain problems in the supervision and administration of production safety,it is the inevitable result that is caused by the government and its related functional departments loss its supervision and administration on the production enterprises violation behaviors,as well as,it has a direct causal relationship with lacking ability of accident hidden danger investigation and control and lacking emergency management ability.The causes of these problems are due to the dilution of safety responsibility consciousness,and the lack of social restriction mechanism,safety responsibility accountability system and other factors.Finally,I put forward the optimization suggestions of the government safety production supervision work this thesis which based on the analysis of the occurrence of production safety accidents.That is,as for the government and its related functional departments about accidents,their work system should change from a single one to pluralistic,at the same moment,multi-subjects coordinated participation is acquired in supervision;As for the management measures optimization direction,I put forward the implementation safety production responsibility system,strengthen the administrative accountability,and develop safety intermediary organization and so on.
