Study On The Safety Production Supervision Of Non Coal Mines In Suzhou

In recent years,the situation of safety production in our country has been improving constantly,the number of accidents and deaths have decreased dramatically,but the overall number is still more than that in developed countries,and the level of government safety production supervision and enterprise safety management is still in a relatively low stage.Suzhou is located in the northern part of Anhui province.The overall level of economic development is not high.The non coal mines are mostly distributed in remote areas,with a wide range of faces and inconvenient transportation.There are still some problems in the government's safety production supervision in non coal mines.It is essential to strengthen the safety production supervision of non coal mines.First,non-coal mines belong to high-risk industries,with high risk and frequent accidents.The non coal mines in Wuhan city are mostly distributed in remote areas,with inconvenient transportation,inadequate infrastructure for safe production,lack of safety skills for employees,low safety quality and weak safety awareness,and the possibility of production safety accidents is increasing.Once an accident occurs,rescue is very difficult,which will cause serious losses to the safety of life and property of the local people.Therefore,it is necessary to strengthen the supervision of safety production in non-coal mines.Secondly,in the current environment of safety production reform and institutional reform,the safety production supervision mechanism is not perfect,and all localities are exploring the establishment of new emergency management and safety production supervision mode.Therefore,it is necessary to clarify the powers and responsibilities of various departments,and take various measures to encourage enterprises,third-party organizations and other organizations to actively participate in the work of safety production supervision.At present,the theoretical research on safety production supervision at home and abroad is mostly at the national macro level or at the enterprise safety management theory.With the development of economy and society and the reform and development in the field of safety production,the theoretical research on safety production supervision of grass-roots government is still weak.In this paper,the problem of safety production supervision in non coal mines is taken as the research object.The relevant theories of safety production supervision at home and abroad are analyzed,and related concepts such as safety production,safety production supervision,and non coal mine mountain are introduced.Based on the theory of government function and the theory of capture by government,the methods of documentation and interview are applied to analyze the synergy theory.The main ways and means of production safety supervision of non coal mines in Suzhou city under the corner are put forward "synergy failure" problems among government departments,non coal mining enterprises,third party organizations and non coal mine practitioners.The causes of "synergy failure" problems are studied and analyzed,mainly including imperfect production safety laws and regulations,and some government departments and enterprises.The reasons include inactive safety production assessment,weak safety awareness of enterprise safety managers and employees,low participation of third-party organizations,and failure of the Security Committee to play its due synergistic role.Finally,drawing on the advanced experience of collaborative management of safety production supervision in other countries and other regions in the world,combined with the research and analysis of the production safety supervision problems of non coal mines in the city,and aiming at the problems and causes of the production safety supervision of non coal mines in the city,the paper puts forward how the local governments,enterprises,third party organizations and practitioners can better bring into play the synergy of safety production supervision.Several countermeasures and suggestions are put forward: first,to strengthen the construction of laws,regulations and systems for production safety;second,to optimize and adjust the assessment methods for production safety;third,to improve the safety quality and safety awareness of "people";fourth,to encourage third-party organizations to participate in collaborative governance;and fifth,to improve the establishment of the office of the Security Committee.In order to further improve the level of local government's work safety supervision and coordination management,and make the situation of safety students in our country better.
