After the revision of the Legislative Law Amendment,the local legislative body has expanded from the "Larger City" to the "City with Districts".With the expansion of those bodies,local legislation is also in full swing.Experienced this power for 4 years,those city with districts generally started legislation and gave up the extensive legislation,whereas the transition from extensive legislation to refined legislation should be an inevitable trend.However,the quality of legislation in this process,especially in the districts that lack relative experiences,is still a problem.With the foundation of the legal system of socialism with Chinese characteristics,the local legislation would pay more attention to the quality legislation,people's livelihood legislation,refined legislation,and legislation to solve specific problems."Legislation refinement" trend to be required for local legislation in the coming future.Therefore,the discussion of the issue of legislative refinement,at this time,has strong reality and pertinence.Based on the 4 years legislation experiences in the city with districts,studying the situation of refined legislation,summing up the consisting problems and thinking about how to promote that trends to be the key points this time.In the paper,the conception of the city with districts and the refined legislation are clarified firstly and the reasons and the basement demand of refined legislation are explained.Then some districts after the legislative power expansion are selected as the object of investigation.Through comparative analysis and comprehensive investigation,the paper focuses on the existing unrefined legislation and its specific performance and from which explained it with the shackles of traditional ideas and concepts,the blurred scope of local legislative power,the imperfect interest coordination mechanism and the disability on the legislative capacity and legislative experience.Finally,the comprehensive influence and constraints of the local legislation of the district and the specific problems arising in the legislative practice were considered possibly with the main sense of solving problems.This paper tries to put forward the legislative refinement and targeted countermeasures and actively explore the refined approaches to promote the improvement of the level of local legislation and the quality of local legislation,so as to gradually promote the positive transformation from from the law to the good governance in the legislation experiences in the district.
