Research On Rural Governance Under The Background Of Rural Population Flow

The development of economy,society,culture in new world and the formation of industrialization,informatization,city continues to promote the social,economic and cultural structure are constantly changing,resulting in the household registration function is constantly being weakened.Many elements of the rural population flow phenomenon is more and more obvious.Since the reform and open in china from 1987,Our country has indured and adopted a large series of changes.These changes are in the social system.From the early 80 s,the trend of rural labor migration to the city began to appear,and began to form a certain population mobility.Phenomenon of economic,social and cultural in huge numbers of rural population mobility,which is the main form of population outflow,has holded and attracted eyes of large number of scholars.From the current research,the rural population is generally optimistic about the overall flow,the flow of rural population will reduce the rural population.China has brought a positive impact.However,the impact and consequences of rural population mobility is very complex.We see,throught a series of challenges to the country: "hollow" rural population flow,the specific performance of population's "hollowing out","hollow" land,agricultural industrial "hollowing out" of rural infrastructure,"hollow",which are derived from agricultural risk and the risk of rural society.In the critical period of building a well-off society in an all-round way,we put forward higher requirements to the rural governance in the context of the floating population.On this basis,the floating population to the inflow and outflow of the impact;second is to study the rural "hollow",the key pay attention to China's "hollow" formation,form,influence and harm;the third is the study of China's rural governance,these studies focus on the problems of the rural grassroots self-government,rural economic development.Overall,in the existing related research,the research results of the combination of rural population mobility and rural governance are not much.In particular,based on the analysis of population flow to study the rural "hollow" phenomenon and the results of the less.However,the phenomenon of "hollowing out" in rural areas is the focus of the study,because it is the root of all the problems in rural areas,that is,the root of rural governance in plight.Here are five parts:In first part,one is to introduce the current research background,to today's society population flow as the background,research on the problem of rural governance;two is about the purpose and significance of research,and the three is about the summary of research,this paper reviews the views and research perspective of various scholars,respectively on the "floating population","rural governance" concept of the different definition,and summarizes the research of rural governance flow of population flow impact on Rural Governance and the population policy,provided ideas and reference for the further study of this paper.In second part,the author defines the relevant concepts and historical evolution of rural governance.In third part,the author through to the rural "hollow" research,found the reason is mainly rural population flow,and introduced the "hollow" connotation,causes and manifestation as well as the industry risk and social risk.In forth part,the author mainly introduces the dilemma of rural governance under the background of rural hollowing out,the absence of the main body of governance,the imbalance of structure,the mere formality of democracy.The fifth part is the article's fifth chapter.The influence of the rural hollowing out of rural governance put forward corresponding countermeasures,starting from the top-level design,break the inherent thinking,the innovation of social governance ideas,promote diversification,as to realize rural community's reconstruction,rural governance and good governance.
