Research On Administrative Supervision Of Land Consolidation In China

China's land consolidation has gone through the construction process from scratch,and some achievements have been made.However,the reality is that there are still many irregularities in the implementation of land consolidation projects.The phenomenon of favoritism and malpractice in bidding and tendering can not be completely eliminated;Lack of management and protection in the later stage of land consolidation,etc.,these problems lead to low efficiency of land consolidation work in China and substandard treatment effect.This not only affects the benefits of land remediation in various regions,but also affects the economic development of the country as a whole.In the land consolidation project,administrative supervision runs through the whole process.However,at present,there are many practical problems in the local government's administrative supervision of land consolidation,such as too many participants of administrative supervision,unprofessional supervision institutions,and perfunctory attitude of supervision staff.Therefore,the question to be discussed in this paper is whether the poor overall implementation effect of land consolidation in China is related to the lack of administrative supervision.The research finds that the prominent problems in the current administrative supervision of land consolidation are mainly the confusion of supervision subjects,the incompleteness of the construction of specialized supervision institutions of land consolidation,and the defects in the mode of administrative supervision of land consolidation.These problems are caused by the incomplete construction of laws and regulations on the administrative supervision of land consolidation in China,the lack of professionalism in the construction of relevant land administrative departments and staff teams,and the lack of equal rights and responsibilities in the administrative supervision of land consolidation.In view of this,this paper suggests that relevant laws should be cleaned up and targeted to improve,supervision institutions and supervision team should be strengthened,administrative supervision standards of land consolidation should be quantified,and public participation in land consolidation supervision should be introduced.
