Study On The Construction Of The Generation Mechanism Of Subject Coordination Of Administrative Supervision

With the development of the Socialism with Chinese Characteristics, ours Socialist Democratic Politics has got a further development that composed an administrative supervision system with the CPC, the organs of State Power, the National Judicial Organs, the CPPCC, the Social Organization, the Individual and the Administrative Organ System. Every subject of administrative supervision did effective supervision to the Party and Government within its power, and got some achievements. The Decision About Several Major Issues’ Comprehensively Deepen Reform Made by CPC Central Committee approved by the Third Plenary Session of the 18.It pointed out that we must build power system with scientific decision-making, execution firmly, and effective supervision operation. But, due to the unclear relationship between the administrative supervision within government agencies ‘ inside and outside, various supervision subjects have made problems on supervision ‘s authorities, ways, procedures and scope under present administrative supervision system. This situation made the supervision‘s work has crossing or blank.So, to strengthen the power restriction and supervision system, we must strengthen the supervision main body synergistic.Synergy is a concept in Physics. Synergy researches a process that subsystems’ mutual cooperation in an open system to create a macro and ordered structures. The Administrative Supervision System is an open system. Multiple administrative supervision subjects are the subsystems that formed the open system. The Administrative Supervision Subjects’ Synergy means a process with orderly structure and increased resultant force that every subsystem collaborate under the domination order parameter. To construct the Generation Scheme of Administrative Supervision’s Subject Synergy is the need of clearing administrative supervision’s main responsibilities, improving the supervision’s resultant force, improving the quality of the administrative supervision’s body, enhancing supervision’s scientific, increasing the administrative supervision body’s independence, promoting the administrative supervision’s authority. It’s feasible to construct the Generation Scheme of Administrative Supervision’s Subject synergy. First, the Administrative Supervision Subject’s commonality fit the precondition of synergy generated mechanism’s construction. Second, the Administrative Supervision Subject’s disordered creates an opportunity for the synergy generated mechanism. Third, the Administrative Supervision’s Subject proved key condition for the synergy generated mechanism’s construction.The Administrative Supervision’s Subject Synergy is a process of generation scheme; include the motivation, the concrete expansion and the result feedback of administrative supervision’s subject synergy. According to the feedback results, the generation scheme of administrative supervision’s subject synergy is still exist some problems, and need to optimize from the following several aspects: Improving the synergy idea; building the conditions for the Generation Scheme of Administrative Supervision’s Subject Synergy; deepening reform of the system; setting up the organizational structure of the Generation Scheme of Administrative Supervision’s Subject Synergy; building collaborative platform and providing the external security about operation of the Generation Scheme of Administrative Supervision’s Subject Synergy.
