Research On The Participation Of The CPPCC In Public Policy-making In Minhou County

Only when public policy making is guaranteed from three aspects: science,democracy and legality,can government decision-making reflect the public interest and make resources fairly and reasonably distributed.At present,the CPPCC at the county level plays a very limited role in public policy-making.This paper explores the compatibility between the CPPCC and public policy through the combination of normative research and investigation research,based on the theory of socialist deliberative democracy.Through consultation,we can maximize social consensus,reduce the failure of public decision-making and increase its scientific and legitimacy.Based on the study of the current situation of the CPPCC's participation in public policy-making in Minhou County,this paper analyses the specific problems of the CPPCC's participation in meetings,proposals,inspections and investigations,and makes a thorough analysis of the two cases of the CPPCC's participation in public parking lot construction decision-making and water resources comprehensive management in Minhou County,and concludes that the CPPCC's participation in public policy-making has certain advantages: CPPCC's participation in public policy-making.The CPPCC's participation in promoting the democratization,scientificalization and legalization of public policy-making.On this basis,the problems of Minhou CPPCC's participation in public policy formulation are systematically summarized.To sum up the problems,we try to start with the two key points of "participation" and "public".Participation means to what extent the CPPCC of Minhou County can influence decision-making.Public means the "public interest" represented by the CPPCC of Minhou County in public policy-making,that is,whether the expression of public opinion is sufficient.Finally,it concludes two problems: one is the insufficiency of the effectiveness of the CPPCC in Minhou County in influencing the formulation of public policies;the other is the insufficiency of the CPPCC in Minhou County in representing the broad public opinion.Analysis of their specific reasons:(1)insufficient effectiveness is mainly due to: lack of external legal protection;poor quality of political coordination research;insufficient effectiveness of the CPPCC proposal work in three aspects.(2)The main reasons for the insufficient representation of public opinion are: the insufficient coverage of the existing boundaries;the low degree of organizational and institutionalized boundaries;and the imperfect mechanism for the generation of CPPCC members.In view of the above problems,in order to give full play to the role of the CPPCC in public policy-making in Minhou County,this paper puts forward six suggestions: first,to strengthen the legal protection;second,to pay attention to investigation and research in the light of reality;third,to further improve the effectiveness of the CPPCC proposal work;fourth,to improve the boundary setting of the CPPCC;fifth,to improve the organization and institutionalization of the CPPCC boundary;sixth,to improve the opportunities for the generation of System.
