Practice And Thinking On Administrative System Reform In Developed Towns

Though being the lowest-ranking political organization,township governments are important part of administrative system.With the deepening of reform and opening-up and speeding up of urbanization process,a number of developed towns with large scale of economy,high urbanization level and strong ability to attract personnel have emerged,some of which even exceed the scale of medium-sized cities.With the rapid development of economy and society,governments in developed towns have been faced with the challenges in government functions,administrative performance and governance capacity.Therefore,six commissions including State Commission Office of Public Sector Reform have carried out trials of administrative system reform in developed towns nationwide.As the trail of administrative system reform,Baisha town is the only one in Chongqing.Therefore,an in-depth analysis of the practice of Baisha town's trail may enlighten the administrative system reform in developed towns.The essay is divided into three parts besides the introduction and conclusion.In the first part,I introduce related concepts of administrative system reform in developed towns and the history of township reform in our country.Defining the concepts of new-style urbanization,developed towns,administrative system reform in developed towns,I specify the goal and content of administrative system reform in developed towns.With the analysis of the history of township reform in our country,I review five stages of the township reform and get to know the difficulty that township reform has faced.In the second part,I analyze the practice of administrative system reform in Baisha town in depth and introduce the basic information of Baisha town before the trail of administrative system reform.Besides,the mismatch between government system mechanism and economic development,administrative performance and social expectation,governance capacity and social demands are analyzed.Moreover,with the detailed analysis of the improvement of government system and mechanism and government administrative efficiency,strengthening the capability of government governance,I present how Baisha town reformed in the administrative system.In the third part,some suggestions about the administrative system reform in Baisha town are put forward.Baisha town,as the trail of administrative system reform in developed towns,the practice and experience of which provide a specific case in terms of the administrative system for other developed towns.This essay puts forward 4 suggestions for developed towns in terms ofadministrative system reform,those are transforming government functions,strengthening independent decision-making power power,clearly defining rights and responsibilities between superior departments and developed towns and enhancing the service and management capabilities,hoping to make significance to administrative system reform in developed towns.
