Research On The Reform Of The Administrative Management System In Economically Developed Towns From The Perspective Of The Relationship Of Department And Government

Community level governance is the cornerstone of national governance.Improving the efficiency of community level governance is of great significance to consolidating the foundation of national governance and promoting the modernization of the national governance system and governance capacity.The department and government relationship is a pair of pivotal relationships in community level governance.Straightening the department and government relationship and resolving the department and government conflict will help to build a simple and efficient township(sub-district)management system.In recent years,economically developed towns have shown outstanding results in the reform of community level governance.Therefore,studying community level governance from the perspective of the reform of the economic development of towns can help strengthen the governance capacity building of community level political power.This paper takes Y Town,an economically developed town,as an example,and summarizes the basic practices,main effects,existing problems and causes of the reform of the department and government relations by summarizing the development and evolution of the department and government relations since the establishment of the town.During the on-site visit to Y town,the following questions were emphatically understood: What kind of contradictions in the department and government relationship appeared during the reform of Y town as an economically developed town,How was it resolved,what reform model has Y Town adopted,what are the characteristics of these reform models.In order to answer the above-mentioned questions,this paper adopts the methods of literature research,case study,comparative analysis,etc.to study the department and government relationship between the community level in economically developed towns,and to analyze and demonstrate the existing problems.The research focuses include: the relevant practice progress of Y town in the reform of economically developed towns and the contradictions in the department and government relationship in this process,the main response modes and characteristics adopted by Y town in the reform process of economically developed towns,the economic development of Y town in the process of reform.In the process of reformation in developed towns,the problems of department and government relationship and improvement plans are discussed,and finally,the reference of these models is explored.The writing ideas of this paper is introduced as follows.The first and second parts define and sort out the concepts and theories used in this paper,such as the department and government relationship,community level governance,intergovernmental relationships,and government processes,and analyze the historical development of the department and government relationship and basic features.The third and forth part studies Y town from multiple perspectives such as field visits and interviews.The fifth part analyzes the problems in Y town in the fields of legal supervision,law enforcement ability and decentralization,and administrative system reform.In the sixth part,the corresponding rectification plans are put forward one by one in response to the problems raised.The plan includes clarifying the government’s responsibilities and positioning,improving relevant laws and regulations,and improving the level and effectiveness of supervision;improving the construction of systems and mechanisms,improving the level of government governance and innovation;gradually advancing pilot reforms and improving town planning and design.Finally,this paper summarizes the paper,puts forward the development prospect of the department and government relationship,and discusses how to improve the level of government governance and strengthen the ability of government governance in combination with the general environment of the modernization process of improving the government’s functional capabilities and governance levels.And also,the dilemma of formalism,feasible measures and suggestions for optimizing the business environment is explored.
