Innovation Of Management System In The Enclave Economic Zone

Enclave economy refers to two regions with large disparities in economic development and independence.It promotes the economic growth of both sides by surpassing the space barrier through a certain administrative system.It changes the old restrictions of administrative conditions and helps the economic development of the two regions and a new type of economic development mode of regional cooperation with complementary resources.On May 12,2017,the State Development and Reform Commission,the Ministry of Land and Resources,the Ministry of Environmental Protection,the Ministry of Commerce,the General Administration of Customs,the General Administration of Industry and Commerce,the General Administration of Quality Supervision and Inspection and the Statistical Bureau jointly issued the Guiding Opinions on Supporting the Development of "Enclave Economy",which clearly supported the development of "Enclave Economy".With the acceleration of the process of global urban integration,the shortage of land resources and space for development has been the bottleneck restricting urban development.In the process of regional cooperation development,there may be a lack of special development planning,inadequate regulatory mechanism,administrative efficiency and operational mechanism,unclear enterprise support policies,and management system still need to be straightened out.As a new economic development mode,enclave economy has solved the contradiction between land bottleneck restriction and enterprise development,but it also encounters many problems.For example,there are no clear conditions for preferential policies such as tax,talent and subsidy that enterprises can enjoy after they arrive at enclave in many areas.Enterprises have concerns about the lack of protection of enjoyment policies after enclave,and enterprises accumulate a lot of problems.Insufficient polarity and so on.In order to solve these problems better,the Yangtze River Delta was first tested.By the end of 2017,the model of enclave economic zone has been vigorously promoted throughout the country,with a total of 351 parks being built.Based on practice,the management of enclave economic zone belongs to the attribute of trans-regional governance.On this basis,influenced by the realistic environment and promoted by the development of theory,the research on trans-regional governance theory has gradually become a hot spot,and further applied to practice,forming central guidance,planning guidance,local participation,regionalization adjustment,rigid integration,government-led,social coordination,foundation first and foremost.Industry breakthroughs,service docking and other experience.Promoting the innovation of the management system of the Shenshan Special Cooperation Zone is an important measure to learn and implement the socialism with Chinese characteristics in Xi Jinping's new era,innovate the mode of regional cooperation and promote the coordinated development of the region.Since the establishment of the Zone,remarkable achievements have been made in economic development and development and construction.However,due to the particularity and complexity of the development basis and cooperation mode,the problems of management system have become increasingly prominent,and the development process is generally not as expected,which needs to be solved urgently.This paper will take the management system reform of Shenzhen-Shantou Cooperation Zone as an example,study the management system innovation of enclave economic zone,and put forward some suggestions,with a view to contributing to the study of cross-regional governance theory and the practical development of enclave economic zone.
