Since the decentralization of China, regional governments have got more power on how to allocate their investment and set the performance criteria for economic sectors. Strengthened by the regional specific culture, geography and language, administration-based regional system of innovation developed quite rapidly in China with great diversity. But for some relative dynamic region such as Yangtze Delta, it will depress innovation if just holding the innovation activity in one administrable region. So, a cross-administration system of innovation is demanded.The cross-administration regional innovation system is a logical option when economic development steps into a certain period. As the economy develops and traditional administrative divisions put so much emphasis on local interests as to hinder the flow of innovative factors and to limit the efficiency of innovative economic activities, the innovative system must cut across administrative regions to allow innovative activities to be done in an adequate region. The cross-administration regional innovation system is formed by regions or cities in various administrative regions that can be called a systematic group of regions or cities in which the linkage among them forms a networking relationship of systematically interactions. In the following text, networking patterns of the cross-administration regional innovation system is examined with Yangtze River Delta as an example in order to provide some reference for the building patterns of other cross-administration regional innovation systems.
