| The economical development zone as an innovative functional area, exists sinceChina’s reform and opening up. During it’s two decades history, the institutional problemsgradually expose to the public since the national preferential policy is weakening.The mainproblem we face currently is how to design the administrative system according to its owncharacteristics, such as the CMC system, the quasi-unity government system and make itthe growth point of the future development zone.Improvement for the administrative system of zone has been dynamically ongoing.For instance, in Beijing economic and technological development zone, during the twodecades of reformation, it improved the government agencies based on itsfunction,implemented the inter-departmental co-located,create secondary institutions withthe function necessary, it also introduced the e-government system in the approval process.It provides a lot of valuable experiences.Further reform for the Beijing Economic and Technological Development zone stillfaces many problems. Such as the administrative personnel management functions arefuzzy, and the institutional setting with Daxing District overlaps with each other. Due tothe complexity of the regulatory process, the management layers function are lack ofefficiency.For the problems encountered in the above system, this article gives somesuggestions for the Beijing Economic and Technological Development Zone.Specificmeasures include the economic and social sectors will be taken into consideration whendistributing the personnel and streamline for integration, management agencies willincorporate street level development zone for social management, the establishment ofhigh-level research institution and senior personnel advisory system to improve economicdevelopment zone functions, rationalize the relationship between levels of government tomulti-body monitoring system, delegated approval authority, and to further clarify the legalstatus of the Development Zone. |
