Research On The Supply Of Public Services In New Rural Communities

The new rural community is a new product to solve rural development with the new background of urbanization,and plays an important positive role in alleviating the urban-rural gap.Since the vigorous promotion in 2009,new rural communities have played an important role in integrating public service resources,optimizing the allocation of public resources,improving farmers' living standards and narrowing the gap between urban and rural areas.However,in the process of the construction and development of the new rural community model,there are also some problems that need to be solved urgently.For example,the long-term dual structure of urban and rural areas has made the supply of rural public services seriously unbalanced,the total supply of new rural community public services is insufficient,the quality is low,and the structure is unbalanced,which has seriously hindered the economic development of rural areas and the improvement of farmers' living standards.Therefore,improving the quality of public service supply in new rural communities,expanding effective supply,and effectively meeting the needs of rural residents for public services are the urgent problems that new rural community management subjects need to face and solve.Based on public goods theory,multi-center governance theory and new public service theory,this paper introduces the characteristics and attributes of new rural community public service,and defines and analyses the supply of new rural community public service.At the same time,through on-the-spot investigation and analysis of Linyi City,it is found that due to the lack of diversified cooperation mechanism among the main suppliers,the ineffective play of the leading role of the government,the lack of security in the supply of public services and the lack of communication platform between the government and the people,the supply of public services in new rural communities is single,the concept of government development is backward,the difficulty of fund-raising and the lack of citizens.Four aspects of effective communication.On the basis of drawing lessons from the experience of the new rural community public service supply at home and abroad,the article puts forward six countermeasures to improve the new rural community public service supply from six aspects: shaping the concept of public service supply,building a diversified supply subject dominated by the government,innovating the new rural community public service supply mechanism,broadening the sources of funds,andmobilizing the participation of community residents.In order to optimize the allocation of rural public resources and narrow the gap between urban and rural areas.
